HomeMy WebLinkAboutReso 5507-1971 RESOLUTION NO. 5507 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING GENERAL PLAN AMENDMENT PURSUANT TO PLAN- NING COMMISSION RESOLUTION 2113. WHEREAS, the proposed amendments to the City's General Plan are set forth in the documents attached hereto as Exhibit "A," and WHEREAS, the Planning Commission of the City of South San Francisco approved and recommended same to the Council as set forth in Exhibit "A" attached hereto, and WHEREAS, the Council, pursuant to the Government Code of the State of California, duly set a hearing thereon for the 1st day of March, 1971, notice of which was published in the "Enterprise-Journal, a newspaper of general circula- tion printed and circulated in the City of South San Francisco, and which date of publication was more than ten (10) days prior to the date set for said hearing, and the affidavit of said publication is on file in the office of the City Clerk, and WHEREAS, the Council did hold said hearing on said date and did thereupon consider said amendments and the statements and communications made at said hearing; NOW, THEREFORE, IT IS ORDERED THAT: 1. The Council hereby adopts as amendments to the City's General Plan the reclassifications and amendments to the Plan Diagram of the General Plan as set forth in Exhibit "A" attached hereto, same being Planning Commission Resolution 2113 passed December 14, 1970. 2. The said amendments be endorsed as adopted by this Resolution and that the Mayor and City Clerk shall execute said Endorsement. ® I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the regul ar meeting , 19 71 , City of South San Francisco at a held on the I st day of 'March by the following vote: AYES ,~ COUNCILMEN NOES, ABSENT, " Patrick E. FRANCISCO: AND, T~AT THE "PLAN DIAGRTP4" OF THE GENERAL PLAN BE /uMENDED TO REFLECT THESE PROPOSED RBC LASS IF ICAT IONS I~HEREAS, the Sguth San Francisco Planning Commission, .meeting in regular session on Monday, December 14, 1970, conducted a public hearing on the City Planner':s reconnnendation that the 1.28-acre parcel of land at the northeasterly corner' of Westborough and Callan Boulevards be reclassified from "Neighborhood . Commercial" to "Medium-High Density Residential," and that a certain 1.28-acre parcel of land near the southwesterly corner of Callan Boulevard and King. Drive' be reclassified from "Medium-~.Ligh Density Residential" to "Neighborhood Commer- cial" in the'General Plan of the City of South San Francisco; and, that the ' "Plan Di.agram" of the General Plan be a~ended to reflect these proposed re- classifications; and, ~HEREAS, notic~ of the said public hearing was published in the ENTERPRISE- JOURNAL at least ten days prior thereto; and, ~tiEREAS, nOtice of the said public hearing was also transmitted to the following political subdivisions and agencies at least ten days prior thereto- Brisbane, Daly City, Pacifica, and San Bruno, and the County of San Mateo, the Cafifornia Regional Water Quality Control Board, the .County of Almneda, the State Department of }Ious~ng and Community Development, the State Division of Highways, th~ Association of Bay Area Governments, the Bay Conservation and Development Commission, the San Francisco International Airport, the San P~ateo Regional Planning Committee, the City and County of San Franc i .s co , and the California Public Utilities Commission, .. and, 211.3 . - 2- ... · · . the Planni. ng Co~unission considered thc written report of the City Planner, and the oral presentations of interested persons in attendance · at the public hearing; and, , '- I~HEREAS, the Co]nmission made the followi{g findings- 1. The proposed .reclassifications and amendments would not increase the commercial acreage sanctioned by the General Plan, , but would merely designate a new location for one of the West- borough Community's proposed neighborhood-commercial enclaves. 2. The proposed residential-commercial transfer would remove excess commercial acreage from the "civic center" of the West- borough Community, and reestablish it innocuously along a proposed off-ramp of the future Skyline Freeway. The said transfer would substantially improve the projected land-use pattern of the Grcendale Neighborhood without placing the orderly growth and developmental stability of the West Park Neighborhood in appreciable jeopardy. ~. Skillful siting and three-dimensional planning could result in the establishment of an excellent-residential cluster at the northeasterly' corner of Westborough and Callan Boulevards.
