HomeMy WebLinkAboutReso 5518-1971RESOLUTION NO. 5518 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REQUESTING ADOPTION OF OPERATING PROCEDURES AND REGULATORY ACTS RELATED TO NOISE ABATEMENT AT SAN FRANCISCO INTERNATIONAL AIRPORT. BE IT RESOLVED by the City Council of the City of South San Francisco that WHEREAS, the Council has given serious and thorough con- sideration to the need for and the feasibility of an allevia- tion of the aircraft noise heretofore suffered by and currently impinging upon the City of South San Francisco; and WHEREAS, departure operations-of air-carrier-type airplanes propelled by turbojet or turbofan engines from Runway 28L or Runway 28R at the San Francisco International Airport have exposed large residential and otherwise noise-sensitive areas of the City of South San Francisco to an increasing number of high-perceived-noise-level intrusions; and WHEREAS, on at least two past occasions turbine-powerplant components or entire turbine engines detached themselves from air-carrier-type airplanes and fell to the ground within the city limits of the City of South San Francisco during climb- outs following takeoff from Runway 28L or Runway 28R at the San Francisco International Airport; and WHEREAS, it is understood that the wind velocity pre- vailing at the San Francisco International Airport exerts a controlling influence upon the selective use of runways for takeoff; and WHEREAS, the City Council of the City of South San Francisco is desirous that the use of Runways 28L and 28R at the San Francisco International Airport be minimized for departure operations to the fullest extent permitted by the - 1 - T II II ' ri' il current state of the art of aircraft design and aircraft operation, subject only to consideration of operational safety; and WHEREAS, a review of existing preferential-runway departure operations at the San Francisco International Air- port (which departure operations are substantially as pro- posed by the City of South San Francisco on November 26, 1957) in the light of preferential-runway procedures cur- rently in effect at airports operated by the Port of New York Authority and elsewhere, and in the light of standard operating procedures practiced at airports equipped with single runways or substantially parallel runways only, such as Oakland, Los Angeles, and San Diego, California, has revealed the feasibility of an expanded scope and number of departure operations on San Francisco International Airport Runways 1 during extended periods of moderate, relatively steady, westerly winds and in certain conditions of calm wind (zero to 4 knots); and WHEREAS, an in-depth technical research study has been performed by Maurice A. Garbell, Inc., of San Francisco, California, a nationally known and respected firm of aero- nautical consultants having particular expertise relative to flight and air-traffic-control operations at noise-sensitive airports (which airports include, among others, the San Francisco International Airport, the Oakland International Airport, and the airports of the Port of New York Authority), under a consultative contract with the City of South San Francisco, which study has produced supporting evidence on the technical feasibility and safety on the regulatory via- bility of the said expanded departure operations of jet air- craft from San Francisco International Airport Runways iR and iL; and - 2 - '~ '11 TI' il'~l WHEREAS, a preliminary report by the aforementioned Garbell firm, entitled "Aircraft Noise Abatement at the San Francisco International Airport," dated January 25, 1971, was drafted and circulated within the airline, airport, and government community concerned with the operation of aircraft at the San Francisco International Airport, which preliminary report elicited concurring and constructive comments received by the aforementioned Garbell firm during the past six weeks, all of which have been given careful consideration and the results whereof have been incorporated in a formal report, dated March 10, 1971, entitled "Aircraft Noise Abatement at the San Francisco International Airport"; NOW~ THEREFORE, the City Council of the City of South San Francisco, California, does hereby respectfully request and propose: 1. That the air carriers operating turbojet and turbofan- propelled aircraft at the San Francisco International Airport adopt and insert in their flight manuals company procedures prescribing the use of San Francisco Runways iL and iR as preferential runways in lieu of Runways 28L and 28R in weather conditions substantially as outlined in the attached report entitled "Aircraft Noise Abatement at the San Francisco Inter- national Airport," dated March 10, 1971, and for the employment of noise-abatement climbout procedures from Runways 28 sub- stantially as outlined in the said report, with the specific understanding that all such operations be subject to the authority and responsibility of the pilot in command of each aircraft to ensure the safe operation of the aircraft at all times. 2. That the San Francisco International Airport and the San Francisco Airports Commission approve the noise- abatement procedures substantially as outlined in the Report "Noise Abatement at the San Francisco International Airport" attached to this Resolution and provide the necessary facil- ities that will serve and facilitate the operation of said noise-abatement procedures. 3. That the Federal Aviation Administration establish certain regulatory undertakings interpreting, waiving, or altering - to the extent necessary - the provisions of exist- ing Federal Aviation Regulations and Federal Aviation Admini- stration Agency Orders, some of which are specifically dis- cussed in the Report "Noise Abatement at the San Francisco International Airport" (pages 25 and 26) attached hereto, so as to enable and empower the San Francisco International Air- port Control Tower to assign a preferential noise-abatement runway to each departing aircraft when weather conditions and other circumstances permit and when the pilot in command of the respective aircraft concurs. 4. That the San Francisco Sound Abatement Center under- take to perform and do the following: _a. Coordinate all necessary steps to consider, approve, and establish the revised noise-abatement pro- cedures at the San Francisco International Airport, implementing substantially the proposals contained in the attached report, in cooperation with all private, municipal and Federal entities concerned; b_. Coordinate and monitor continually the establish- ment of records on the extent of and reasons for the use of Runways 28 in conditions when Runways 1 would presumably have served as preferential departure runways, and which reasons would comprise primarily: - 4 - b(1). Takeoff field length limitations on Runways 1; b(2). Excessive delays in reaching Runways 1 attributable to airways delays on departure routes other than the one intended for the given aircraft; which records might be helpful in the planning and sub- stantiation of future deVelopment of runways, taxiways, and other facilities at the San Francisco International Airport and at various Air Traffic Control facilities of the Federal Aviation Administration in the San Francisco Bay Area. Copies of this Resolution, accompanied by copies of the Garbell Report, "Noise Abatement at the San Francisco Inter- national Airport," March 10: 1971, are being forwarded simul- taneously for action to: 1. The Sound Abatement Center, San Francis co (3 copies). 2. The General Manager of the San Francisco International Airport (3 copies). 3.The San Francisco Airports Commission (7 copies). 4. The Flight Managers of all airlines operating at the San Francis co International Airport (2 copies each, totaling 38 copies). 5.The Federal Aviation Administration, as follows: The Area Manager, San Francisco Area Office (3 copies). The Director, Western Region, Los Angeles (3 copies). The Administrator, Federal Aviation Administration, Washington, D. C. (5 copies). 6. Additional copies are being sent to airline pilots' organizations. Other airport authorities. - $ - Several research specialists and facilities of the National Aeronautics and Space Administration. The California Department of Aeronautics. The Associated Bay Area Governments. The Bay Conservation and Development Commission, and others who have favored the project with infor- mation and comments.
