HomeMy WebLinkAboutReso 5537-1971 RESOLUTION NO. 5557 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ADOPTING AN AMENDMENT TO THE CITY'S GENERAL PLAN. WHEREAS, the proposed amendments to the City's General Plan are set forth in the documents attached hereto as Exhibit "A" and WHEREAS, the Planning Commission of the City of South San Francisco approved and recommended same to the Council as set forth in Exhibit "A" attached hereto, and WHEREAS, the Council, .pursuant to the Government Code of the State of California, duly set a hearing thereon for the 1st day of March, 1971, notice of which was published in the "Enterprise-Journal, a newspaper of general circulation printed and circulated in the City of South San Francisco, and which date of publication was more than ten (10) days prior to the date set for said hearing, and the affidavit of said publication is on file in the office of the City Clerk, and WHEREAS, the Council did hold said hearing on said date and did thereupon consider said amendments and the statements and communications made at said hearing, and WHEREAS, the Council considered the adoption of the items designated as 34A, 34D and 34E and the deferment of items 34B and 34C for further study and recommendation by the Planning C ommi s s i on; ? NOW, THEREFORE, IT IS ORDERED THAT: 1. The Council hereby adopts as amendments to the City's General Plan items 34A, 34D and 34E as set forth on Exhibit "A" attached hereto and reserves for further study and recom- mendation by the Planning Commission items 34B and 34C. 2. ' l]i 'i I EXHIBIT "A" RESOLUTION NO. 2111 RESOLUTION OF THE SOUTH SAN FRANCISCO PLANNING COMb{ISSION RECOMMENDING TO THE CITY COUNCIL THEREOF THAT THE GENERAL PLAN BE AMENDED TO INCLUDE THE PROPOSED ADDENDA TO THE GENERAL OBJECTIVES, GOALS, AND POLICY STATEMENT THEREOF, AND TO REFLECT THE PROPOSED REVISIONS TO THE PLAN DIAGRAM ATTACHED THEREWITH. WHEREAS, the South San Francisco Planning Commission, meeting in regular session on Monday, December 14, 1970, conducted a public hearing on the proposed addenda to the General Objectives, Goals, and Policy Statements of the General Plan, and the proposed ~evisions to the Plan Diagram thereof; and, P~4EREAS, notice of the said public hearing was published in the Enterprise- Journal at least ten (10) days prior thereto; and, WHEREAS, copies of the proposed addenda and plan-diagram revisions were transmitted to the cities of Brisbane, Daly City, Pacifica, and San Bruno, and the County of San Mateo, the California Regional Water Quality Control Board, ~he County of Alameda, the State Department of Housing and Community Development, the State Division of Highways, the Association of Bay Area Governments, the Bay Conservation and Development Commission, the San Francisco International Airport, the San Marco Regional Planning Committee, the City and County of San Francisco, and the California Public Utilities Commission at least ten (10) days .prior to the said public hearing;~ and, WHEREAS, the Planning Commission made the following findings: 1. The proposed amendments would bring the General Plan of the City of South San Francisco into compliance with recently-enacted SB21, "An act to amend Section 65502 of the Government Code, relating to waste disposal facilities." 2. The proposed amendments would provide the City of South San Francisco with guidelines for the long-range solution of its solid and liquid-waste disposal. 5. The proposed amendments are supported by Louis H. Goss, Director of Public .'Works, John Collins, Superintendent of the Sewage Treatment Plant, Robert Maxey, Recreation and Park Superintendent, Daniel M. Pass, City Planner, Neal Martin,' Planning Consultant, and EXHIBIT "A" Resolution No. 2111 - 2- NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of South San Francisco recommend to the City Council thereof that the General Plan be amended to include the following, proposed addenda to the General Objectives, Goals, and Policy Statements, and to reflect the attached, proposed revisions in the Plan Diagram. Proposed "Addenda to the General Objectives, Goals, and Policy Statements" of the Adopted General Plan. GENERAL 'PLAN' 1969 "Orderly Growth" PUBLIC FACI LITIES Pg. 8 54A. The existing sewer treatment plant in the City's Belle Air Industrial area should be expanded to meet the projected liquid-waste-disposal needs of most of South San Francisco and San Bruno. The conservation of South San Francisco's natural, San Francisco Bay-oriented environ- ment will require the said plant's conversion to a higher level of secondary treatment, with a deep-water outfall, or tertiary treatment if required. · 34B. Since the Westborough Community's liquid-waste disposal is handled by the Westborough County Water Di~trict, through a contract with the North San Mateo County Sanitation District, the said water district should urge the said sanitation district to gauge its disposal capacity to the projected needs of South San Francisco's fastest-growing terri- tory. 34C. If practicable, the jurisdiction for the disposal of Westborough's liquid waste should be transferred from the Westborough County Water District to the City of South San Francisco. This transfer would enable the City's sewer treatment plant to dispose of Westborough's liquid waste on a gravity-flow basis, and thereby obviate the need for expensive, less reliable pumping - an integral part of the North San Mateo County Sanitation District's service. 54D. A regional or area-wide incinerator or recycling plant should be established for the disposal of North County's solid waste. This facility could be located at the extensions of Utah Avenue and Kimball Way - in adjacency to the estuary of the Navigable Slough. 54E. This regional or area-wide solid-waste disposal facility, through the employment of sound urban planning, could become a congruous part of South San Francisco's proposed "Regional Shoreline Park."
