CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DECLARING OPPOSITION TO SB 333 -
COMPULSORY AND BINDING ARBITRATION.
BE IT RESOLVED by the City Council of the City of South
San Francisco that the Council hereby declares its opposition~
to SB 333 which provides for compulsory and binding arbitra-
tion, because such a measure would:
1. Constitute a serious threat to the right of a City
Council to make final decisions on financial matters
affecting a city;
2. Render negotiations between City Council and employees
useless, as representatives of an employee organiza-
tion would know that such negotiations are merely an
interim step and that compulsory arbitration is the
final step; and
3. Passes the whole management function regarding wages,
fringe benefits and employment conditions to arbitra-
tors who have no responsibility to taxpayers.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at a
held on the 5th day of April
