CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ENDORSING CERTAIN
LEGISLATIVE PROPOSALS OF THE
ATTORNEY GENERAL AND MAKING
RECOMMENDATIONS REGARDING OTHERS.
WHEREAS, the Attorney General of the State of California,
Evelle J. Younger, has proposed legislation in the areas of
criminal justice, environmental control, consumer protection
and the rights and obligations of 18-year olds;
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City Council of the City of South San Francisco
hereby endorses the proposals listed below:
Environment
The Attorney General Should Be Given Power To Bring
Legal Actions To Protect the Environment (Senate
Bill 678)
Rigorous Motor Vehicle Noise Standards Should Be Set
bY Law (Assembly Bills 1043-46)
Public Access To the Rivers and Streams Should Be
Safeguarded ( )
No Airport Should Be Permitted to Expand Without
Prior Consideration of Environmental Effects (Senate Bill
556)
Consumer Protection
Fraudulent Auto Repair Practices Should Be Restricted
(Senate Bill 51)
There Should Be a Three-Day "Cooling-Off Period" for
Door-to-Door Sales (Assembly Bill 289)
The Car Buyer Should Be Better Protected Against
Mileage Frauds (Assembly Bill 236; Senate Bill 223)
18-Year Old Vote
The 18-year Old Should Be Given Ail the Rights and
Responsibilities of an Adult (Assembly Bills 81, 448)
2. The Council recommends that the Attorney General
consult with the State Bar of California and the Judicial
Council regarding the following:
Criminal Justice
Ail Defendants in Felony Trials Should Be Represented
by Counsel (Senate Bill 839; Senate Constitutional
Amendment 42 )

Ail Defendants in Capital Cases Should Be Represented
by Certified Specialists (Senate Bill 629)
The Incompetent Lawyer Should Be Subject To Disbarment
or Suspension (Senate Bill 631)
Prospective Jurors Should Be Examined by the Trial
Judge, or Commissioner, Rather Than by the Attorneys
in the Case (Senate Bill 676)
The Practice of Obtaining Pre-Trial Appellate Review
by Extraordinary Writs Should Be Restricted (Senate
Bill 6 77)
