CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING AMENDMENT
OF THE PERSONNEL RULES AND REGULA-
TIONS SO AS TO DELETE THE RESIDENCY
REQUIREMENT AND PROVIDE FOR THE
ESTABLISHMENT OF A RESPONSE TIME.
BE IT RESOLVED by the City Council of the City of South
San Francis co that:
1. Findings and Determinations:
The Council, having considered the need to assure that
employees will be available within a reasonable time after
call to protect lives or property of the residents of this
City both through the employees' routine functions or emer-
gency functions, and having further considered the statements
of the several department heads, employees, employee repre-
sentatives and the recommendations of the Personnel Board,
finds and determines that the health, safety and welfare of
the residents of this City and the safety of their property
require that employees be available within thirty minutes after
call to duty.
2. The Council, therefore, orders:
A. That the City Manager be and he is hereby author-
ized to establish a reasonable response time for employees
to report to work after call to duty, said time not to
exceed thirty (30) minutes, and he is further authorized
to designate areas which are deemed to be within said
response time provision. If the health, safety or
welfare of the residents of this city or the safety of
their property requires a response time less than the
said thirty minutes, then the City Manager is authorized

to so modify the response time. The purpose of the
response time and the authorization therefor is to assure
employee availability to render services to the residents
of this city for protection of life and property and
otherwise serve the health, safety and welfare of the
residents of this city.
B. The residency requirement as now set forth in the
Personnel Rules and Regulations shall be deleted and,
therefore, the following Rules and Regulations are hereby
amended to read:
1. RULE 6.05 RESPONSE TIME
The City Manager is authorized to establish a
reasonable response time for employees to report
to work after call to duty, said time not to
exceed thirty (30) minutes, and he is further
authorized to designate areas which are deemed
to be within said response time provision. The
purpose of the response time and the authoriza-
tion therefor is to assure employee availability
to render services to the residents of this city
for protection of life and property and otherwise
serve the health, safety and welfare of the resi-
dents of this city.
2. RULE 9.05 APPOINTMENT
As a prerequisite for employment and appointment
the eligible shall be fingerprinted and identi-
fication verified by the Police Department. The
City Council shall be the appointing power for
all department head classes or positions. After
interview and investigation and recommendation
of the City Manager, the City Council may make
appointment from among those certified, and
shall immediately notify the Personnel Officer
of the person or persons appointed. The City
Manager shall be the appointing power for all
classes or positions below the position of depart-
ment head. After interview and investigation and
recommendation of the department head, the City
Manager may make appointment from among those
certified, and shall immediately notify the
Personnel Clerk of the person or persons appointed.
The Personnel Officer shall notify the person
appointed, and,if the applicant accepts the
appointment and presents himself for duty within
such period of time as the appointing authority
shall prescribe, he shall be deemed to be appointed;
otherwise, he shall be deemed to have declined the
appointment.

3. ADDITION OF RULE 6.06 TO PERSONNEL RULES
AND REGULATIONS.
Rule 6.06, which reads as follows, is hereby added
to the Personnel Rules and Regulations.
6.06 OFFICERS - RESIDENCY REQUIREMENT AND
RESPONSE TIME
(a) Residency Requirement. Officers shall
reside within the corporate limits of the
city or shall move within the corporate
limits within six months after appointment
unless such period of time is extended
by the City Manager for reasonable cause.
The City Manager, for reasonable cause may
grant exceptions to said residency require-
ment and may modify said exceptions.
(b) Response Time. The City Manager is authorized
to establish a reasonable response time for
officers to report to work after call to duty,
said time not to exceed thirty minutes. If
the health: safety or welfare of the resi-
dents of the city or the safety of their
property requires a response time less than
said thirty minutes, then the City Manager
is authorized to so modify the response
time. The purpose of the response time and
the authorization therefor is to assure
officer availability to render service to
the residents of this city for protection
of life and property and otherwise serve
the health, safety and welfare of the residents
of this city.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at a regular meeting
held on the 2~st day of June , 19 7~ , by
the following vote:
