CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION RATIFYING SALARY
SCHEDULES FOR FISCAL YEAR 1971-72.
BE IT RESOLVED by the City Council of the City of
South San Francisco that:
WHEREAS, City employees on July 1, 1971, did commence
rendering services for 'fiscal year 1971-72, subject to salary
increases and adjustments to be determined, and
WHEREAS, on the 7th day of August, 1971, the City
Council adopted the City's budget, determining said salary
increases and adjustments to be five percent (5%), and grant-
ing same, and
WHEREAS, on the 15th day of August, 1971, prior to
payment of said increases and adjustments the President of
the United States issued the Executive Order on Stabiliza-
tion, referred to as the wage-price freeze order, and
WHEREAS, the City Council, on this 17th day of August,
1971, desires to ratify salary schedules extended in accord-
ance with the budget approval of August 7th, 1971, and
WHEREAS, the City Council desires to pay the salary
increases and adjustments for 1971-72 as hereinafter set
forth, provided same are not barred by the President's Execu-
tive Order on Stabilization;
NOW, THEREFORE, IT IS ORDERED THAT:
1. The salary schedules for fiscal year 1971-72
extended in accordance with the salary increases and adjust-
ments determined and granted by the Council on August 7,
1971, are hereby ratified.
2. Payment of the 5% salary increases and adjustments
determined and granted as of August 7, 1971, for fiscal year
1971-72 shall be made as follows:

A. If payment of same is not barred by the President's
Executive Order on Stabilization, which order was
based on the authority vested in the President by
the Constitution and statutes of the United States,
including the Economic Stabilization Act of 1970
(P.L. 91-379, 84 Stat. 799), as amended, then
same shall be paid; or
B. If there is doubt as to the application of said
Executive Order, then payment may be deferred until
the City Attorney obtains a clarification regarding
application of the order; or
C. If payment for the period August 15 to November 13,
1971, is barred by the Executive Order or clarifica-
tion regarding application of the order for said
period is required, then the granted increase for
the pay periods included in July 1, to August 15,
1971, may be paid as follows: 1) Pending said
clarification, or 2) when said clarification is
obtained, or 3) when the accrued increases for
August 15, to November 13, 19 71, are paid.
D. If payment of the grant of salary increases and
adjustments for the pay period included between
August 15, 1971, to November 13, 1971, is barred
during said period but is thereafter legally
payable by reason of expiration of the Executive
Order or any other act or Presidential order
related to wage controls, then said increases may
be paid.

I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at an adjourned re§u~ar meeting
