HomeMy WebLinkAboutReso 5699-1971RESOLUTION NO. 5699 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, ~TATE OF CALIFORNIA A RESOLUTION EXPRESSING OPPOSITION TO AB 1098 (POLICEMEN ~ FIREMEN MANDATORY RETIREMENT BENEFITS) BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The Council hereby expresses opposition to AB 1098 and respectfully requests the Senate to reject the measure. 2. The Council cites the following as the basis of its opposition: a. Double Present Cost. AB 1098 would double the present costs of retirement benefits for policemen and firemen. b. Reduction of Safety Protection. AB 1098 could easily cause a reduction in the number of policemen or firemen a city employs. c. Meet and Confer Provisions will be Meaningless. AB 1098 renders meaningless the provisions for meeting and conferring at the local level on such an employer-employee relations matter. Benefits provided under the bill are al- ready available on an optional basis, but cities are now allowed to make said benefits a part of negotiations. If cities are to retain any semblance of local control and any responsible posture to the taxpayer with respect to costs of government, then AB 1098 should be rejected. d. Cost to Cities. The cost to cities alone is estima- ted to be in excess of $39 million, and such a mandatory expendi- ture is an unwarranted interference with local employer-employee relations and an imposition by the state of substantial costs on local government and taxpayers. 3. The Council orders that a copy of this Resolution be sent to Senator Arlen Gregorio with the request that he oppose passage of AB 1098. - 1 - I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a held on the 18th day of October the following vote: regul ar meeting , 19 71 ,by AYES, COUNCILMEN I!
