CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REQUESTING VETO OF AB 1098
(POLICEMEN & FIREMEN MANDATORY RETIREMENT BENEFITS)
BE IT RESOLVED by the City Council of the City of
South San Francisco that the Council being advised that
the Senate is considering AB 1098 (Mandatory Retirement
Benefits for Policemen and Firemen), and being further
concerned that the Senate may pass such measure, does
hereby respectfully request the Governor, the Honorable
Ronald Reagan, to veto said AB 1098 in' the event the
California Sen'ate passes it.
The Council further cites the following as a basis of
its opposition:
1. Double Present Cost. AB 1098 would double the
present costs of retirement benefits for policemen and fire-
men.
2, Reduction of Safety Protection. AB 1098 could easily
cause a reduction in the number of policemen or firemen a city
employs.
3. Meet and Confer Provisions will be Meaningless.
AB 1098 renders meaningless the provisions for meeting and
conferring at the local level on such an employer-employee
relations matter. Benefits provided under the bill are already
available on an optional basis, but cities are now allowed to
make said benefits a part of negotiations. If cities are to
retain any semblance of local control and any responsible
posture to the taxpayer with respect to costs of government,
then AB 1098 should be rejected.
4. Cost to Cities. The cost to cities alone is estimated
to be in excess of $39 million, and such a mandatory expenditure
is an unwarranted interference with local employer-employee re-
lations and an imposition by the state of substantial costs on
local government and taxpayers.
The Council orders that a copy of this Resolution be sent
to Ronald Reagan, Governer of the State of California.
