HomeMy WebLinkAboutReso 5701-1971RESOLUTION NO. 570~ CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REGARDING THE SAN MATE0 COUNTY CONVENTION AND VISITORS BUREAU WHEREAS, there has been presented to this City Council a communication from the San Mateo County Tourist & Convention Committee recommending the formation of a non-profit corpora- tion l~e be known as the SAN MATEO COUNTY CONVENTION AND VISITORS BUREAU; and WHEREAS, it appears to this Council that it is in the best interests of the citizens of the City of South San Fran- cisco that the City should participate fully in the formation and operation of said non-profit corporation in the manner out- lined in the report above referred to: NOW, THEREFORE, BE IT RESOLVED that this City Council approves the proposal that there should be formed a non-profit corporation to be called the San Mateo County Convention and Visitors Bureau, for the purposes stated in the letter dated October 4, 1971 (attached as Exhibit A) to the City Council of the City of South San Francisco from the Tourist and Convention Committee, and the City of South San Francisco agrees to partici- pate in the formation and operation of said non-profit corporation on the basis of the financing plan described in said Exhibit A submitted. BE IT FURTHER RESOLVED, that William A. Borba be and hereby is, the director of said non-profit corporation to be designated by this City as provided for in the communication designated as Exhibit A above mentioned. - 1 - ~' '1 T .... Box 711 South San ~rancisco, Calif. 94080 HOnorable Membersof the City Council: 1~]e undersigned have been privileged to serve for approximately the last five months as city representatives on a joint committee which was formed to develop recommendations concerning reorganization of the tourist cud convention' program. As you know, that program has been supported since 1968 bY transient occupancy taxes contributed by the county and many of the cities· We are pleased to report to you that we have developed a proposal whi'eh, we believe~ will afford ali. contributing agencies an ap- pmopriate voice in program policy determination and, in particular, will give cities a strong position in t}~:at respect. In brief, the proposal is to establish a new non-profit San Mate0 County Convent:ion and Visitors Bureau corporation: with a 19-man board of directors appointed as follows: nine members appointed by cities (one eac. h by the six cities making the largest contribution of funds, and the other three by the other participating cities); five members by the county; three members by the San Marco COunty Restaurent and Hotel O%,mers' Association; and two members by the San Mateo County Fair and Convention Assoeiationo Initi~f0y, each of the cities of Bur!ingame: Da!y City: Millbrae, Redwood City, San Mateo and South San Francisco are to appoint a city council member as a director~ and another to serve as his alternate. The cities of Menlo Park, Pacifica and San Carlos al. so would appoint one of their council members as a director, but the alternates to these three directors will be council re. embers appointed by the cities of Belm. ont: Brisbane and Half Moon Bay. The second year: and in alternate years afterward~ the primary and alternate director ap- pointments of the last six cities wi].l reverse° · Program financing for the new bureau would be derived ~rom. an annual contribution of $100~000 from San Mateo County and a contribution of twelve percent of gross transient ·occupancy tax receipts of each participating city· It al. so has been prOvided that~ should the total of city contributions exceed $100~000 in any-corporate fiscal year~ the county ,,,;ill make an additional contribution equal to that excess. An example of city contributions is enc].osed -- funding for ].ess than a full year would be on .a proportionate basis, with credit for any contributions al.ready made. ' , · EXHIBIT "A" - Page 2 · Member Of the City Council -2- October 4, 1971 A strong, well-directed effort to attract'conve~ttion and visitor business to this county undoubtedly will be of mutual and substantial benefit to our cities and county. The new program organization holds promise as a means to obtain those benefits, and we sincerely recom- "mend'to you that it be given full support and a fair trial. Action bY your council at an early date is urged, to approve of this new approach to a joint convention and visitor program and of the financing plan. A sample form of a resolution that you might adopt for this'purpose is enclosed for your consideration. In antici- pation of approval by all agencies involved, an organizational meet- ing for the board of the new corporation has been scheduled tenta- 'tively for October 27, 1971. Upon your concurrence with the proposed plan, your appointee to the new board of directors should be named, so that he o~~ she will be enabled to sign the incorporation papers.
