CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING SUBMISSION OF A
REPORT AND RECOMMENDATION AND REQUEST FOR
ENVIRONMENTAL IMPACT STUDY TO LAFCO - SAN
BRUNO MOUNTAIN SPHERE OF INFLUENCE HEARING.
WHEREAS, Councilmen Frank J. Bertucelli and Warren
Steinkamp, acting as the City Council Annexation Committee,
on January 17, 1§72, submitted to. the Council' a report
entitled "San Bruno Mountain Annexation - Report and Recom-
mendation," - and
WHEREAS, said Committee included in said report and
recommendation a study entitled, "Annexation Study, City of
South San Francisco," prepared by VTN, Engineers, Architects
and Planners, and
WHEREAS, the Council during deliberations related to the
adoption of the report considered the need to establish through
the hydrologic simulation method the storm drainage demands of
the area and a determination regarding the intra-County highway
system need to serve the area including but not limited to
Hillside Boulevard, Randolph Avenue, Bayshore Freeway inter-
change and Guadalupe Canyon, and
WHEREAS, the Council during deliberations related to the
adoption of the report received a request from Mrs. Betty
Higgins that Council include a request to LAFC0 for the per-
formance of an enVironmental impact study prior to determining
the sphere of influence, and
WHEREAS, the Council desires to approve the report and
recommendation and submit same to LAFC0 together with a
request for an environmental impact study prior to determining
the sphere of influence for the area known as San Bruno Moun-
tain;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco that:
1. The Council orders that the report entitled, "San
Bruno Mountain Annexation - Report and Recommendation,"
le
prepared by the City Council Annexation Committee be submitted
to LAFC0 as City's representations in the forthcoming sphere
of influence hearing for the area known as San Bruno Mountain;
2. The Council requests that LAFCO establish the storm
drainage demands or have the San Mateo County Flood Control
District through the Colma Creek Zone establish the storm
drainage demands of the area by using the hydrologic simula-
tion method, same to be completed prior to the sphere of
influence determination;
3. The Council requests that LAFC0 make or have made an
analysis regarding the intra-County highway system need to
serve the area, including but not limited to Hillside Boulevard,
Randolph Avenue, Bayshore Freeway interchange and Guadalupe
Canyon, same to be completed prior to the sphere of influence
determination;
4. The Council requests that .LAFCO complete an environ-
mental impact study prior to making a determination regarding
sphere's of influence for the area known as San Bruno Mountain;
and
5. That copies of the "San Bruno Mountain Annexation -
Report and Recommendation," including the "Annexation Study,
City of South San Francis co," prepared by VTN, Engineers,
Architects and Planners, be filed with LAFCO prior to the
sphere of influence hearing.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council .of the
City of South San Francisco at a r'e§ul~r' meeting
