CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION IN SUPPORT OF A PROPOSED
RESOLUTION BY THE SAN MATEO AIRPORT
LAND USE COMMISSION TO RECOMMEND THAT
THE SAN MATEO BOARD OF SUPERVISORS
DETERMINE THAT A NOISE PROBLEM EXISTS
AROUND THE SAN FRANCISCO INTERNATIONAL
AIRPORT.
BE IT RESOLVED by the City Council of the City of South
San Francisco that:
WHEREAS, the Council has carefully examined a proposed
resolution submitted by the San Francisco Airports Commission
to the San Mateo County Airport Land Use Commission at its
regular meeting in San Bruno, California, on January 13, 1972,
a copy of which is attached hereto and incorporated herein; and
WHEREAS, the aeronautical consultants of the City of
South San Francisco, viz., Maurice A. Garbell, Inc., have
informed the Council that a CNEL of ?0 dB is substantially
equivalent to a 35 NEF, the CNEL being defined in Title 4,
Subchapter 6, of the California Administrative Code, and the
NEF being defined in Federal Aviation Regulations, Part 36,
all as amended to date; and
WHEREAS, the Report entitled, "Aviation Noise Evaluations
and Projections, San Francisco Bay Region," prepared by Bolt
Beranek $ Newman, contractors to the Regional Airport Systems
Study (an undertaking of the Bay Area Study of Aviation
Requirements and the Association of Bay Area Government),
dated August 1971, on Figures SFO-2a, SFO-2b, SFO-2c, SFO-2d,
SFO-3a, and SFO-3b thereof, shows that in each and every con-
dition depicted therein, the 35 NEF contour encompasses
areas of the City of South San Francisco in which, according
to the official records of the City of South San Francisco,
people actually reside; and

WHEREAS, the aeronautical consultants of the City of
South San Francisco have made calculations, performed in
accordance with the methods and formulas set forth in Title 4,
Subchapter 6, of the California Administrative Code and based
on approximately 1,000 noise measurements made in 1969 by
acoustical consultants of the City of South San Francisco,
viz., Wilson, Ihrig & Associates, Inc., which calculations
show a daily value of CNEL in excess of 70 dB at one or more
residential locations near E1 Camino and Spruce Streets in
South San Francisco at which people actually reside;
NOW, THEREFORE, BE IT RESOLVED:
That the City of South San Francisco recommends that the
San Mateo Airport Land Use Commission, pursuant to Section
5050(b)(3) of the California Administrative Code, recommend
adoption of the resolution~ by the San Mateo Board of Super-
visors, as stated in the attached draft of resolution proposed
by the San Francisco Airports Commission, and that the County
of San Mateo recognize and thereby determine that a noise
problem exists around the San Francisco International Airport
and direct that a copy of its resolution be sent to the San
Francisco Airports Commission and to the cities included,
in part or in the whole, in the area of jurisdiction of the
San Mateo County Airport Land Use Commission, as designated
by the San Mateo County Airport Land Use Commission at its
regular meeting on December 8, 19 71.

WHEREAS, upon investigation of the possible existence
of a noise impact area around San Francisco International
Airport greater than zero based on a CNEL of 70 dB, it has

been' determined that people actually reside inside the
noise impact boundary;

Section 5050 (b) (3) of the California Administrative Code,
the San Marco County Airport Land Use Conumittee reconuaends
immediate adoption of the fo!Iov;ing resolution by the San
Mateo County EOard of Supervisors:
"WHEREAS, the California Department of Aeronautics
adopted Title 4, Subchapter 6, Noise. Standards as a' part

of'the California Administrative Code in order to provide
noise standards governing the operation of aircraft and.
aircraft engines for all airports operating under a valid
permit issued by the Depar
~.-,~; and
"WHEP~EAS, Article 2 of said Subchapter 6 entitled
Implementation by Counties imposes responsibility for
enforcing said subchapter on the county wherein an airport
is situated; and
"WHEREAS, enforcement consists of determining which
of the airports within a county's boundaries are deemed
to hav~ a noise problem and are required to init~.ate air-
craft noise monitoring; and
"WHEREAS, in making a determination that a noise
problenl exists around an airport, the county is required
to:
(1) Investigate the possible existence of a

noise impact area greater than zero based on a
CNEL of 70 dB, and determine whether or not people
actually reside inside the noise impact boundary; and
(2) Review other information that it may deem
relevant, including but not limited to complaint
history and legal actions brought about by air-
. -
craft noise; and
(3) Coordinate with, and give due consideration
to, the reco~m~edations of the County Airport Land
Use Con%mission (as defined in Public Utilities
Code Section 21670); and
"WHEREAS, the San Mateo County Airport Land Use Commit-

tee has investigated, the possible existence of a noise impact
area greater than zero based on a CNEL of 70dB, has deter-
mined that people actually reside inside the noise impact
boundary and has recommended that the~.Co,unty make a deter-
mination that a noise problem exists around San Francisco
International Airport;
NOW, THEREFORE, BE IT RESOLVED, That the County of San
Mateo recognizes and thereby determines that a noise problem
exists around t~e San Francisco International Airport and
directs that the Clerk of the~ard of Supervisors send a
copy of this resolution to ~]e San Francisco Airports Commission."
