HomeMy WebLinkAboutReso 5786-1972 RESOLUTION NO. 5786 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REQUESTING ALLOCATION OF "TOPICS" FUNDS FROM THE CALIFORNIA HIGHWAY COMMISSION FOR "TOPICS" PROJECTS IN THE CITY OF SOUTH SAN FRANCISCO, COUNTY OF SAN MATE0, 'CALIFORNIA. The City Council of the City of South San Francisco does ordain as follows: WHEREAS, in the City of South San Francisco, hereinafter called "City," volumes of vehicular traffic have been'steadily increasing at a rapid rate causing problems with respect to highway capacity and safety, specifically in the form of traffic congestion, traffic delays and accidents at the location within the City where improvements are needed as shown on the sheet marked TOPICS Project - Exhibit 1 - attached hereto and made a part hereof; and WHEREAS, in the interest of public safety and welfare, it is essential that improvement in traffic operations is carried out at the location indicated on Exhibit 1; and WHEREAS, the City with ten (10) other cities in San Mateo County have jointly completed necessary steps to designate the County of San Mateo as the Area-wide TOPICS Program Coordinating Agent, hereinafter called "County"; and WHEREAS, the County has submitted a proposed Federal Aid primary Type II Road System to the State and Federal Govern- ment for approval; and WHEREAS, the County has proceeded on an Area-wide TOPICS plan and study report, and there is reasonable certainty of its sufficiency and approval by the Federal Government; and WHEREAS, there is reasonable certainty that the project shown on Exhibit 1 will be among those in high priority in the Area-wide TOPICS plan and study report; and ® Till !1 '!1 lllil WHEREAS, Federal Aid funds other than TOPICS funds are not available to complete this project; and WHEREAS, the City desires to file with the Highway Com- mission of the State of California pursuant to Section 1, Chapter 6 (commencing with Section 2300), Division 3, of the Street and Highways Code (relating to financing of TOPICS projects) a request for an allocation of funds to construct said project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AS FOLLOWS: 1. The City shall advertise, award and administrate the construction contract of said TOPICS project. 2. The City hereby requests the California Highway Com- mission to allocate $59,600.00 of the TOPICS funds to the City pursuant to Section 1, Chapter 6 (commencing with Section 2300), Division 3, of the Street and Highways Code for said project. 3. The City has considered the effect of the proposed project financing (71.31% Federal funds, 28.69% local agency funds) in relation to apportionment of Federal TOPICS funds within the State of California. 4. The City agrees to appropriate from its budget account $24,000.00 as local agency funds for said TOPICS project.
