CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DECLARING OPPOSITION
TO PROPOSED INCREASE IN FEDERAL
DISCOUNT RATE.
WHEREAS, the San Mateo County Flood Control District,
through the Colma Creek Flood Control Zone, is sponsoring
a United States Army Corps of Engineers Federal project for
the capital improvement of the Colma Creek channel, and
WHEREAS, historically, the Colma Creek channel has
proven to be inadequate in controlling flood waters, and
WHEREAS, the City of South San Francisco, together with
other cities in the Colma Creek Flood Control Zone, supports
the United States Army Corps Federal project, and
WHEREAS, the successful completion of the Army Corps
project would channel flood waters from 10~000 acres of
land within the Zone, of which 6,000 acres lie outside the
corporate limits of South San Francisco, and
WHEREAS, the cost of capital improvement of the Colma
Creek channel exceeds the resource capabilities of South
San Francisco, the San Mateo County Flood Control District,
and the Colma Creek Flood Control Zone, and
WHEREAS, the Un~ited States Government and the Army Corps
of Engineers possess the capital resources and the engineer-
ing expertise to materially improve the flood control capa-
bility of the Colma Creek channel, and
WHEREAS, an increase in the discount rate of 5-3/8%
to 7% would adversely affect the cost benefit ratio as to
make this project economically unfeasible;
NOW, THEREFORE, BE IT HEREBY RESOLVED that the City of
South San Francisco declares its opposition to the proposed
increase in the discount rate of 5-3/8% to 7%.
BE IT FURTHER RESOLVED that this declaration of opposi-
tion be certified by the City Clerk and presented before the
Water Resources Council.
