CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING CLASS SPECIFICATIONS
FOR POLICE SERGEANT, LIEUTENANT, AND
CAPTAIN IN THE EMPLOYEE CLASSIFICATION PLAN.
BE IT RESOLVED by the City Council of the South San
Francis co that:
WHEREAS, Personnel Ordinance 449, Section 3(d) and
Section 7, and Personnel Rules and Regulations, Section 4.02,
empower the City Council to amend the Employee Classification
Plan on the recommendation of the City Manager, as ex officio
Personnel Officer, and
WHEREAS, the City Manager, as ex officio Personnel
Officer has proposed new class specifications for Police
Sergeant, Police Lieutenant and Police Captain, said specifica-
tions embodied in attached exhibit, marked "Exhibit A";
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of South San Francisco that new class specifica-
tions for the above-described positions be adopted as amendments
to the Employee Classification Plan.

DEFINITION
Under direction, to plan, direct, supervise, and participate
in the activities of a ma,j. or division of the Police Department; to
act for the Chief of Police in his absence; and to do related work
as required.
EXAMPLES OF DUTIES
Assigns and supervises the work of all activitie~' and personnel
within
a specific division of the Department; coordinates the work
of the division with other divisions in the Department, other County
departments, and agencies of local government; reviews the work of
subordinates to insure compliance with departmental policies and
standards; subject to review by superiors, develops, and implements
specific policies and procedures for increased efficiency and
~ effectiveness within the division; inspects personnel equipment and
!facilities within assigned division; confers with supervisors on
general departmental policies and procedures; corrects, supervises, and
participates in the preparation of maintenance of reports and records;
~ evaluates performance of subordinates and reviews and resolves complaints
~ concerning assigned personnel; provides overall' technical and admin-
istrative direction to assigned area of responsibility.
DESIRABLE QUALIFICATIONS .. ·
- Knowledge of:
Principles and practices of police science, criminml investigation
~ and identification, and modern police administration; pertinent
Federal, State and local laws, regulations, and ordinances; criminal
law relating to search and seizure, apprehension, arrest, and
, prosecution of persons committing misdemeanors and felonies; purposes,
organization, procedures, and regulations of the Police Department;
~ principles and practices of supervision and training; and

Ability to:
,_ Plan, assign, and supervise the work of subordinate personnel,
.[ analyze law enforcement problems and accurately and adapt an effective
· course of action; maintain morale and team concept; recommend im-
~ provements in departmental operation and in the rules, regulations,
and policies governing the DePartment; prepare clear, concise, and
comprehensive oral and written reports; establish and maintain coop-
i erative working relationships with other law ehforcement agendie.s,
departmental employees, and the general public; and
Experience:
: Eight years of experience as a Police Officer., including at lea'st
~ two years as a Lieutenant, or four years as a Sergeant, or any com-
bination of Sergeant or Lieutenant service comparable to service
; amounting to a minimum of four years with the City of South San

DEFINITION
POLICE SERGEANT'

law enforcement operations on an assigned shift; to have res-
ponsible charge of a departmentwide function or ac.tivity; and
to do related work as required. .

EXAHPLES OF DUTIES '-
Supervises patrol and law enforcement activities during an
assigned shift; inspects, gives instructions to, and assigns beats
to Police Officers on shift; maintains discipline, and insures that·
department rules and policies are followed; supervises and assists
on calls for protection of life and property, and the enforcement
of City, County, and State laws; observes known areas of traffic
problems and potential criminal activities; issues citations and
makes arrests; assists officers in preparing reports in cases for
trial and may personally appear in court to present evidence and
testimony; maintains contact with other law enforcement agencies;
investigates complaints against officers on shift; may serve as
personnel and training o£ficer preparing and maintaining personnel
and training departmental programs and records and related research
activities; maintains contact with citizens regarding potential law
enforcement problems and preserves good relationships with the
general public.
DESIRABLE QUALIFICATIONS
Knowledge of: ·
Modern police methods and procedures, including patrol,
crime prevention, traffic control, basic investigation,
and identification techniques;
Criminal law with particular reference to apprehension,
arrest, and custody of prisoners accused of misdemeanors
and felonies, including rules of evidence pertaining to
search and seizure and the preservation and. presentation
of evidence in criminal cases;
Modern principles of supervision, training and ..m..anagement;
and
Ability to:
Schedule, organize, and supervise the work of subordinates;
analyze situations effectively and interpret and apply
pertinent laws and regulations;
Demonstrate keen powers of observation and memory;
Analyze situations and adapt effective courses of action;
Prepare clear, concise, and comprehensive written reports;
Establish and maintain cooperative working relationships
with other law enforcement agencies, departmental
el~ployees and the general public. .
