CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING PERSONNEL RULES
AND REGULATIONS, RULE 9, SECTION 9.05
PROVIDING THE CITY MANAGER AS APPOINT-
ING POWER OF ALL DEPARTMENT HEAD CLASSES
OR POSITIONS; PERSONNEL RULES AND REGULA-
TIONS, RULE 14, SECTION 14.01 PROVIDING
THAT THE CITY MANAGER SHALL HAVE THE
POWER OF DISMISSAL OF A DEPARTMENT HEAD.
BE IT RESOLVED by the City Council of the City of South
San Francisco that:
1. Rule 9, Section 9.05 of Personnel Rules and Regulations
is hereby amended to read:
9.05 APPOINTMENT
As a prerequisite for employment and appointment, the
eligible shall be fingerprinted and identification
verified by the PoliCe Department. The City Manager
shall be the appointing power for all department
head classes or positions and for all classes or
positions below the position of department head.
The City Manager shall make appointment from among
those certified as eligible, and shall immediately
notify the Personnel Clerk of the person or persons
appointed. The Personnel Officer shall notify the
person appointed, and, if the applicant accepts the
appointment and presents himself for duty within
such period of time as the appointing authority shall
prescribe, he shall be deemed to be appointed; other-
wise, he shall be deemed to have declined the appoint-
ment.
2. Rule 14, Section 14.01 of Personnel Rules and Regulations
is hereby amended to read:
14.01 DISCHARGE
An employee in the competitive service may be dis-
charged as herein provided and as provided in the
Personnel Ordinance. The City Manager shall be
vested with the power of dismissal of a department
head and may dismiss any employee in the competitive
service below the class of department head. A dis-
missed department head may be reinstated in the last
classification held by him in the competitive serv-
ice. Department heads, before dismissing employees
in their departments, shall first obtain authoriza-
tion from the City Manager.
