HomeMy WebLinkAboutReso 5847-1972RESOLUTION NO. 5847 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING CLASS SPECIFICATIONS FOR CHIEF OF POLICE IN THE EMPLOYEE CLASSIFICATION PLAN. WHEREAS, Personnel Ordinance 449, Section 3(d) and Section 7, and Personnel Rules and Regulations, Section 4.02, empower the City Council to amend the Employee Classification Plan on the recommendation of the City Manager, as ex officio Personnel Officer, and WHEREAS, the City Manager, as ex officio Personnel Officer has proposed new class specifications for Chief of Police, said specifications embodied in attached exhibit, marked Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that new class specifications for the above-described position be adopted as an amendment to the Employee Classification Plan. Frank Mammini and Warren STeinkamp NOES, " None ABSENT, " None ATTEST: ~j Cfty Clerk EXHIBIT '"A" TO RESOLUTION NO. 5847 POLICE CHIEF DEFINITION Under administrative direction, to plan, organize and direct the activities of the Police Department in law enforcement and the prevention of crime; and to do related work as required. EXAMPLES OF DUTIES Plans, organizes, directs and coordinates the activities of Police Department personnel in the preservation of order, protection of life and property, and enforcement of laws and municipal ordinances; formulates an annual budget estimate and controls budaet expenditures; recommends purchase of equipment and supplies; formulates departmental rules, procedures and policies and sees that they are enforced; maintains effective discipline; interviews and recommends employment of prospective Police Department employees; is responsible for rejection during the probationary period, reports of perform- ance and other departmental personnel actions; prepares reports of department activities; plans staffing needs of th~ department; attends County, area ~nd State police conferences and meetings, obtaining information and cooperation in .law _en.~.or_cement Rna_ crime prevention work; e~tablishes and maintains coopera- tive working relationships with peace officers in other jurisdictions; confers ~ith attorneys in connection with the prosecution of criminal complaints; meets the public and various officials and citizens in furthering the public relations 'of the department. LICENSE Possession of valid driver's license issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Modern principles, practices and techniques of police adminis- tration, organization and operation, and their applicability to specific situations; Technical and administrative phases of crime prevention, juvenile delinquency prevention, law enforcement and related functions, /ncluding investigation and identification, patrol, traffic · control and safety, record keeping and care and custody of persons and property; EXHIBIT "A" TO RESOLUTION NO. 5847 Police Chief- 2 ~aws, ordinances, regulations, and recent court decisions affecting the work of the department. and Ability to: Plan and coordinate the work of the Police Department; Put into effect and administer sound departmental policy; Establish and maintain cooperative and effective relation- ships with other law enforcement agencies, the community, and department employees. ._~ EXPERIENCE Ten Years of experience equivalent to a municipal Police Officer, ~c/~.%~li_'ng._at leas~ one %_,ear as a Captain, or two years as a Lieutenant, or four years as a Sergeant, or any combination of ~che above supervisory and administrative experience amounting to a minimum of four years. EDUCATION A B.A. or B.S. degree from an accredited college or university in any related field, or an A.A. degree from any accredited college ,and a P.O.S.T. Intermediate Certificate, or an Advanced · P.O.S.T. Certificate.
