WHEREAS, citizens of the City of South San Francisco will be .called upon to affirm or disaffirm Proposition 9, also known as the '~Clean Environment Act, on the June 6, 1972, Primary Election Ballot, and WHEREAS: Proposition 9 embodies many sweeping changes that would have a profound impact on various phases of industry such as trucking, manufacturing and labor, and WHEREAS, many of the sections in Proposition 9, although designed to reduce the amount of pollutants in the environment, may. cause unnecessary unemployment, in the areas of trucking and manufacturing, and WHEREAS, authorities have criticized Proposition 9 for failing to. deal with some of the unique causes of pollution in the Bay Area, and WHEREAS, that section of the proposition which would ban the. use of diesel fuel in trucks appears particularly objection- able when it is considered that sulfur pollutants pose no serious danger to our environment, and WHEREAS, Proposition 9 would encourage further pollution from traditional fuel-burning plants by placing a moratorium on atomic powered generating plants, and WHEREAS, the Sierra Club is seriously divided over the question of the potential efficacy of the proposition and remains neutral, and WHEREAS, Proposition 9 attempts to affect so many areas of environmental control that it can reasonably be argued that such critical subjects that are dealt with in the proposition are better left to the Legislature of this State, and further, that many legal authorities have questioned the constitutionality of the proposition; 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that this Council does oppose the enactment of Proposition 9 and urges this City's electorate to do likewise.
