HomeMy WebLinkAboutReso 5852-1972 RESOLUTION NO. 5852 A RESOLUTION APPOINTING SOILS ENGINEER GELLERT BOULEVARD EXTENSION PROJECT ASSESSMENT DISTRICT RESOLVED, by the City Council. of the City of South San Francisco, California, that HARLAN ENGINEERS, Consulting Civil Engineers and Engineering Geologists, San Francisco, California, be, and are hereby appointed as soils engineer in proceedings being conduc'ted by this Council pursuant to Resolution of Intention No. 5593 adopted July 6, 1971; and that compensation therefor be fixed on the basis of the letter from said consulting engineers, dated 27 April 1972 (File HR-0064-F1) and attachments thereto, as amended by letter dated 16 May 1972, all of which are attached hereto and incorporated herein by reference. BE IT FURTHER RESOLVED, that all compensation under this appointment is payable solely from the proceeds of assessments and sale of assessment bonds in said pro- ceedings and not otherwise. Tronoff Subject: Gellert Boulevard Extention Project South San Francisco, California SOIL ENGINEERING SERVICES Gentlemen: We propose to provide soil engineering services for the Gellert Boulevard Extension Project. This proposal is based on the scope of services determined necessary after discussing the project and-reviewing preliminary plans with Mr. Tronoff. The proposed extension is shown on drawing number Mi (Tronoff survey number 5906 dated 28 October 1970), entitled "Map Showing Boundaries of Gellert Boulevard Extension Project Assessment District." Our services will be in relation to the approximate 1,800 lineal feet of roadway cons truction mainly within the lands of Callan and situated primarily within the City of South San Francisco but partly within the County of San Mateo. Grading for the roadway improvement will involve a high cut slope along the westerly side of the street and extensive filling beneath the northern portion. We Understand that the proposed cut will r'esult in slope heights up to a maximum of 110 feet. Filling at the north end will involVe the placement of approximately 500,000 cubic yards of'fill up to 100 feet deep in an area presently occupied by previously placed fill and soft silt deposits. We propose to provide services in two phases as follows: 1. Investigation and Design Phase - Investigation for design of cut slopes and fill foundations and consultation with the design engineers to provide earthwork recommendations, criteria and specifications for the project; preparation of specifications for street subgrade pre- paration (including subdrainage if needed), utility trench back fill · SOIL AND ROCK MECHANICS . FOUNDATIONS * EARTH 'DAMS - DEEP' EXCAVATIONS File No. H2-0064-F1 27 Apr il 1972 and determination of an appropriate pavement section based upon des i, gn parameters to be furnished by the City of South San Francisco- and/or the .county of San Mateo. 2. Construction Phase - Observation and testing during grading and' improvement construction including such items as: a. observation of t~e cut~ areas during excavation; b. '~ modify fill foundations as necessary to suit the field conditions during construction; c. testing of general fill compaction; d. testing of subgrade compaction; e. observation and testing of utility trench backfill with the street right-of-way and f. quality testing of the pavement, materials. We propose to provide the services described for fees as follows' A. A fixed fee of $10,000 for the investigative phaSe of the work which may be further subdivided into' (1) $7,000 for.the investi- gation of the cut slopes along the alignment of the road and (2) $3~000 for the investigation of the fill area presently occupied by the soft silt deposits and previously placed fill. B. $24,000 for the engineering observation and testing during the execution of the grading and improvements. The quoted fee is based on the following assumed conditions' 1. Completion of design, grading and street improvements, including underground utilities within a period of 6 months or 120 working days, whichever is shorter within the calen- dar year of 1972; and 2. That we will be provided with the necessary plans and drawings for evaluation and review and that the final grad- lng and improvement work will not differ substantially from that indicated from the previously referenced preliminary plans. Any substantial change in plans and deviation from the above listed conditions will require an adjustment in the fee We propose the following Schedule of payments for soil engineering services. $107000 due and payable upon submission of our Soil Investigation Report and $4,000 due and payable 4 weeks after grad- ing begins and each 4 weeks thereafter. In the event the work is completed prior to the end of the sixth 4 week period (120 working File No. H2-0064-F1 27 April. 1972 ! days), the remaining portion of the total fee will become due and payable. In the event that any phase of the work outlined in the above paragraph 2 extends beyond the 6 months or 120 working day period~ our charges for services after ~the 120 working day per- iod would be baSed on our current Fee Schedule, attached. We suggest 'that a contingency sum of $10,000 be set aside for this eventual ity. We will be able to provide preliminary recom~nendations to enable the design and drawings to proceed within 3 weeks after receiving authorization. Our final investigation report will be completed about 6 weeks after authorization is received. Agreement and authorization 'can be provided by signing and return- ing one copy of this letter. If desired, services can be contracted on a negotiated fixed fee basis. Incidental expenses, such as consultants' fees, subcontract services, equipment rental, aerial photographs, printing reports in excess of five copies, out-of-town travel, etc., are reimbursable at cost plus 15%'. Invoices will be submitted at the completion of work or at preset four week intervals. Invoices are payable upon presentation. Portable drilling equipment in. cluding Operator $40.00/hr. Minimum drilling charges are $180.00/half-day Casing, Shelby tubes and any special sampling or subcontract equipment will be charged at Cost Plus 15%. Field Tests Plate bearing load, pile load tests, vane shear tests, piezometer installations, slope indicator installations, and other special tests will be charged at standard engineering and personnel rates plus cost of special equipment. We agree that the inital payment will not be made until, f~mds have been received by the district from sale of bonds or cash payments by assessed owners. We are prepared to begin work when authorized by responsible. authority.
