CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION IN SUPPORT OF SAN FRANCISCO
AIRPOR~S COMMISSION' S APPLICATION AND
ACCOMPANYING ENVIRONMENTAL IMPACT STATE-
MENT TO THE FEDERAL AVIATION ADMINISTRATION
FOR FEDERAL AID UNDER THE ADAP PROGRAM.
WHEREAS, the City of South San Francisco and its sister
cities in Northern San Mateo County have continuously urged
the San Francisco International Airport to adopt effective
noise-abatement measures, and
WHEREAS, the SFAC has taken a constructive step toward
noise abatement by establishing in its application and
Environmental Statement that the proposed capital improve-
ments on Airport property will favor noise abatement and air
safety without resulting in deleterious environmental effects,
and
WHEREAS, the City of South San Francisco's position of
support is based on a point-by-point analysis of the proposed
elements of the project, to wit: extension of Runway 28R will
favor noise abatement within this City's limits and during
southerly storm wind conditions, Millbrae; better drainage
favors safety and noise abatement fo~Millbrae by permitting
aircraft to depart from Runways 10 during period of moderate
southerly wind accompanied by rair% and hence ameliorates the
noise factor for South San Francisco after the rain terminates
and when noise-abatement takeoff operations on Runways 1 in
the ensuing westerly or northwesterly wind are contingent on
the removal of the surface-water film from Runways 1; conver-
sion of the 750 foot long lead-in taxiway to Runway iL will
permit more noise abatement takeoffs on Runway iL and hence
directly benefit South San Francisco; an overlay for Taxiway J
is needed to expedite the clearing of the main runway inter-
sections by arrivals on Runway 28L, so that noise-abatement
takeoffs on Runways 1 may depart before the next Runway 28
arrival becomes traffic; overlay and reconstruction of Runway
28R will improve the quality of the surface and thereby shorten

the takeoff run and increase the efficiency of the second
segment climb following premature lift-offs of departing air-
craft--this will favor noise abatement and safety; high speed
exit taxiway from Runway 28R will also expedite the clearing
of the main runway intersections, and
WHEREAS, the City of South San Francisco is most concerned
that its sister cities in Northern San Mateo County likewise
benefit from noise-abatement measures and does believe that
the implementation of those elements in the project set forth
in application fo~ ADAP aid will benefit all cities in Northern
San Mateo County;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco that this Council does support the
acceptance by the United States Government of the San Francisco
Airports Commission's ADAP - application for Request for Aid #4.
