HomeMy WebLinkAboutReso 5866-1972RESOLUTION NO. 5866 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION CHARGING THE DUTY OF COUNCIL APPOINTED CITIZENS' COMMITTEE-CAPITAL IMPROVEMENTS REGARDING PARKS AND RECREATION. WHEREAS, the City Council of the City of South San Francisco has appointed residents of this City to a Capital Improvement Committee to conduct a study within the area of parks and recreation, and WHEREAS, the municipal government of this City is conduct- ing a general inquiry into the question of need for new parks and development of existing improved and unimproved park sites within this City's boundaries and wishes to involve citizens of this community in the investigation of this important question, and WHEREAS, the City Council deems it essential to define the exact duties of this committee in the conduct of its investi- gation of the above-stated inquiry, to wit: THE CITY COUNCIL HEREBY DECLARES: I. That the members of the "Parks and Recreation Capital Improvement Committee" are charged with the duty of resolving the following questions: a) Is the City in need of new, additional park sites? b) If the City is in need of new, additional park sites, should existing unimproved park sites also be developed? c) If the City is not in need of new, additional park sites, should existing unimproved park sites be de ve 1 ope d ? d) Should existing improved park sites be further improved? e) Given the 3 basic alternatives of 1) acquisition and development of new park sites, 2) development of unimproved park sites, and 3) development of improved park sites, what would be the priority ranking of each approach or combination of approaches under cost analysis scrutiny? II. That given the City's commitment to a commissioned study of development of the Marina, the Committee shall not include the question of the development of the Marina in any of the questions posed in I-a through I-e. 1. III. That notwithstanding the requested cost-analysis and priority ranking in I-e above, the Committee shall not conduct any investigation into the method of financing park improvements. IV. That the statement of charge in I-a through I-e above shall not preclude the City Council from direct- ing additional points of inquiry to the Committee from time to time. · NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that this Council does enact the foregoing statement of duty of the Parks and Recreation Capital Improvement Committee. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City, Council of the City of South San Francisco at a held on the 5th day of the following vote: AYES, COUNCILMEN NOES, " ABSENT, " regul ar meeting June , 19 72 , by Patrlck E.
