HomeMy WebLinkAboutReso 5904-1972RESOLUTION NO. 5904 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN BY ADDING THE CLASS OF INDUSTRIAL WASTE INSPECTOR. WHEREAS, Personnel Ordinance 449, Section 3(d) and Section 7, and Personnel Rules and Regulations, Section 4.02 empower the City Council to amend the Employee Classification Plan, and WHEREAS, the City Manager, as ex officio Personnel Officer has proposed a new class entitled Industrial Waste Inspector (classified), said specifications embodied in the attached exhibit marked Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that a new class specifica- tion for the above-described class be adopted as an amendment to the Employee Classification Plan. Frank Mammini and Warren Steinkamp N OE S, " None ABSENT, " None '~ I I' 1]lli T I III [11[ I1 :lr City of South San Francisco , EXHIBIT A INDUSTRIAL WASTE INSPECTOR' July 1972 DEFINITION Under general supervision, to inspect industrial establishments for .compliance with industrial waste discharge laws, to obtain samples, to perfrom/chemical analysis, to compute fe~s, to recommend remedial action where violations are found, and to do related work as required. EXAMPLES OF DUTIES : Inspects industrial plants to determine character and volume of waste water discharge into city sewerage system, investigates reports and complaints of contaminated water due to improper disposal of industrial wastes, maintains records of inspection activities and prepares related reports, collects samples of waste water from industrial plants, performs chemical analysis of samples, reviews laboratory analysis of samples to determine comslaince with applicable ordinances and other laws and rules, recommends remedial action where necessary, computes fees and charges for discharge into the city sewerage system, assists in laboratory work and chemical analysis as needed, meets with users of the City sewerage system to explain laws and requirements and to assi$.t in compliance, Works nights, weekends and other times as necessary to obtain samples and maintain continuous inspection,and performs other duties as needed. LXCENSE . PossesSion of an appropriate California operator's license issued by the State Department of .~otor Vehicles. DES IP. ABLE QUALIFICATIONS .. .. Knowledge of: ~nemistry, chemical engineering and laboratory_ techniques; Techniques .and methods of sanitary engineering in connection with the interpretation and enforcement of laws; Industrial waste discharge laws and rules; Operation of sewage collection and treatment facilities. Abi Ii ty to: Learn, understand, and interpret applicable codes, laws, ordinances, and rules ;.. Perform chemical analysis; Show tact and courtesy in working with the public; Make arithmetical calculations and write clear, concise reports; and Experience and Education: Equivalent to graduation from a four year college or university with a major in chemistry or a closely related field. Up to t~o years of the required .-- education may be substituted by experience as an industrial waste inspector or closely related position on the basis that two years experience equals one year of education.
