CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING MEMORANDUM
OF UNDERSTANDING WITH LOCAL 1569,
AFSCME, AFL-CIO.
BE IT RESOLVED by the City Council of the City of South
San Francisco that the Memorandum of Understanding for fiscal
year 1972-73 with Local 1569, AFSCME, AFL-CIO, having been
entered into between the employer representatives and employee
representatives and having been duly considered by the Council,
the Council does hereby approve said Memorandum of Understanding
for fiscal year 1972'73, copy of which is attached hereto
as Exhibit A.

EXHIBIT A
MEMORANDUM OF UNDERSTANDING
(General Employees)
The City of South San Francisco and Local 1569, AFSCME, AFL-CIO,
acknowledge and affirm that they have met and conferred in good
faith, exchanged proposals and counter-proposals, and in all
respects fulfilled their obligations under law to meet and confer
on all subjects appropriate to this process..
As a result of the Meet and Confer process the parties have reached
an understanding which the City negotiators have agreed to recommend
to the City Council for acceptan, ce and approval, and which the
representatives of Local 1569, AFSCME, AFL-CIO, have agreed to
recommend to their general membership for acceptance and approval
as follows:
1.' There will be a general wage increase of 3.0% above all
present wage categories within the appropriate unit,
effective July 1, 1972.
2. The City shall provide, effective August 1, 1972, the dental
insurance plan by United Benefit of Omaha including the schedule
of allowances as adopted by the City Council and put into effect
on August 1, 1972 for employees and el%gible dependents. The
plan herein referred to, is based upon a schedule of benefits
with 80/20 co-insurance, no deductible with an annual maximum
Of $1,000.00 per year per individual. The full cost of this
employee and dependents dental plan shall be paid by the City.
3. On an informal basis, employees who do not work a shift as
part of a continuous operation shall be allowed one half day
off without loss of pay in%mediately before the Christma~ and
New Year holidays during the term of this Memorandum of Under-
standing. In 1972, they shall be allowed the last half of their
work schedule of Friday, Deceng)er 22nd, and of Friday, December 29th
in compliance with this section.
4. Employees who have worked overtime in excess of 40 hours per week
may at their option receive pay at the time and one half rate for
such overtime hours or may accumulate comDenatory time at the rate
~of time and one half up to an equivalent maximum of 24 hours in lieu
of pay for said overtime, .take the overtime as compensable time off;
provided, however, anyone wishin~ to exercise this option must give
five days no;tice of the desire for such time off and the time off
must be taken under such conditions as will not interfer with the
minimum manning and continued function of their particular department
or operation. Section 5.04 (d) of the South San Francisco Personnel
Rules and Regulations shall not apply to employees covered under this
Memorandum of Understanding.
5. Effective July 1, 1972, the wage step progression for emDloyees
shall be reduced from 4 years to 3% years. Step increases shall
be at 6 months for the first increase and yearly thereafter.
6. The City acknowledges the policy that any questions of unit determina-
tion shall be expeditiously processed.
7. · The City agrees to maintain the present schedule of benefits under
the existing Hospital/~edical Plan by paying the increased premiums
due during the term of this Memorandum of Understanding.
8. This Memorandum of Understanding shall be effective July 1, 1972
through June 30, 1973.
9. The present maximum Sick Leave accumulation of 120 days shall be
extended to 150 days, effective July 1, 1972. The "parlour"
maximum provision shall remain unchanged at 60 days.
10. Except as herein modified and/or Supplemented, all former terms
and conditions of employment for employees in this unit shall
remain unchanged.
IN WITNESS WHEREOF, the parties hereto have executed this Memorandum
