HomeMy WebLinkAboutReso 5942-1972~--' RESOLUTION NO. 5942 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION URGING THE APPLICATION OF FAR-36 NOISE STANDARDS TO NEWLY PRODUCED AIRPLANES OF OLDER TYPE DESIGNS. BE IT RESOLVED by the City Council of the City of South San Francisco that: WHEREAS, the Federal Aviation Administration has requested public comment on a proposed rule requiring new production turbojet and transport category airplanes to comply with the noise standards of Appendix C of Part 36 of the Federal Aviation Regulations irrespective of type certification date; and WHEREAS, it has been the verbally expressed policy of the Department of Transportation and the stated objective of the National Aeronautics and Space Administration to achieve at least noise levels ten dBA lower than those currently required in Part 36 of the Federal Avfation Regulations within ten years; and WHEREAS, production technology is available at reasonable cost to achieve the currently proposed noise reduction; and WHEREAS, the continued production of noise aircraft would undermine this policy; and WHEREAS, noise pollution at present levels is unnecessary and injurious to the health and welfare of people, and is detrimental to the growth and development of air transporta- tion; NOW, THEREFORE, BE IT RESOLVED that the Council respect- fully requests the Federal Aviation Administration to adopt the proposed rule as published in the Federal Register of July 25, 1972, Docket 12064; Notice 72-19, and to do so as expeditiously as possible. BE IT FURTHER RESOLVED that the City Council urges the Federal Aviation Administration to proceed with the rule making l® ~ i I~ ] IIIII, '1 I1~ I requiring the modification of existing airplanes for noise abatement consistent with the noise standards set forth in Appendix C, Federal Aviation Regulations, Part 36, whether by retrofitting of noise-abatement powerplant nacelles, modifica- tion of engines~ or replacement of engines. BE IT FURTHER RESOLVED that the City Council urges the Federal Aviation Administration to proceed with the rule making to lower the noise limits of Federal Aviation Regulations, Part 36, for aircraft types certificated on or after January 1, 1980· City of South San Francisco at a regular held on the 18th day of September following vote: AYE S, C OUN CI LMEN I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the meeting , 19 72 , by the NOES, " ABSENT, " Patrick E.
