HomeMy WebLinkAboutReso 5977-1972RESOLUTION NO. 5977 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO TO THE HONORABLE BOARD OF SUPERVISORS OF THE COUNTY OF SAN MATEO RECOMMEND- ING THAT THE RPC BE CHARGED WITH THE PREPARATION OF A COUNTY-WIDE NOISE GENERAL PLAN ELEMENT. WHEREAS, the City Council of the City of South San Francisco, meeting in regular session on Monday, November 6, 19 72, considered the City Manager's recommendation that the City Council urge the Honorable Board of Supervisors, County of San Mateo, to charge the Regional Planning Committee thereof with the preparation of a county-wide Noise Element; and WHEREAS, the City Council adopted the following findings: (1) The Noise Element of the General Plan is of very wide significance, and is not substantially local in scope. (2) If the County and each of its municipalities prepare separate and independent noise elements, the resultant cost would be high and the resultant product would con- stitute an ineffective solution to an interrelated, county-wide problem. (3) If the Board of Supervisors would initiate the synthesis of a county-wide Noise General Plan Element through the Regional Planning Committee, each jurisdiction could ~ provide political, technical, and financial input into the plan preparation. This joint program would not abridge the recommendatory powers of local planning com- missions, or the decision making powers of the Board of Supervisors or local legislative bodies. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco recommends to the Honorable Board of Supervisors of the County of San Mateo that the lo Regional Planning Committee be charged with the preparation of a county-wide Noise General Plan Element. BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco recommends that the Honorable Board of Supervisors authorize San Mateo County participation and urge each city therein to participate in the preparation of the subject element by providing technical, professional, political, and financial support to the Regional Planning Committee. BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco recommends that the Honorable Board of Supervisors charge the Regional Planning Committee with the preparation of urban-planning parameters that will assure each participating city that the county-wide Noise Element will be directed towards the solution of their municipality's noise problems, as well as the noise problems of the involved sub- re gi on.
