CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING AN APPLICATION
FOR A PLANNING LOAN FOR PREPARATION OF
AN ENGINEERING FEASIBILITY STUDY.
WHEREAS, the City of South San Francisco owns and operates
Oyster Point Marina, presently subject to a loan from the State
of California, and desires to determine the feasibility of
expanding said Marina and therefore apply for a planning loan
pursuant to Harbor and Navigations Code Section 714, et seq.,
.and California Administrative Code Title 14, Article 1, and
related statutes and regulations, and further desires to
authorize the preparation of a feasibility report upon the
grant of a planning loan' by the Department of Navigation and
Ocean Development;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco that:
1. The City Manager be and he is hereby authorized to
make application for a planning loan as provided for in Harbor
and Navigations Code Section 71.4, et seq., and California
Administrative Code Title 14, Article 1, in the sum of Forty
Thousand Dollars ($40,000.00) or such additional sum as
approved by the Department of Navigation and Ocean Development,
and to furnish any and all necessary information, documents
and certificates necessary therefor.
2. The Council hereby certifies that the site of the
present project area which is currently subject to loan from
the State of California is owned in fee by the City of South
San Francisco and any acquisitions of adjacent lands made
pursuant to the proposed feasibility report would be acquired
in fee or as otherwise advised by the Department of Navigation
and Ocean Development.

3. That Section 71.6 of the Harbor and Navigations Code
has been complied with in that the loan will not create an
indebtedness or liability contrary to Section 18 of Article
XI of the Constitution of the State of California and further,
no protests have been made to the loan by owners of one-half
or more of the assessed valuation of taxable property in the
City or any such owners.
4. That the loan if granted will be used for the pur-
pose of preparing plans for a small craft harbor with the plans
constituting the first phase towards uninterrupted completion
of the entire project which when completed shall be available
to the public on equal and reasonable terms.
5. The plans will include, but will not be limited to,
economic justification, engineering feasibility, environmental
impact statement and other related elements.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at an ad~o-rn~d r~g,,tnr meeting held
