HomeMy WebLinkAboutReso 6023-1973RESOLUT ION NO. 602~ CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO STATE OF CALIFORNIA ' A RESOLUTION URGING SAN MATEO COUNTY BOARD OF SUPERVISORS TO PROCEED WITH A LOCAL PROJECT FOR THE IMPROVEMENT OF COLMA CREEK oo WHEREAS, the Board of Supervisors of San Mateo County established the Colma Creek Advisory Committee and . WHEREAS, Colma Creek Advisory Committee is made up of five member cities being the City of South San Francisco, Daly City, San Bruno, Colma, and Pacifica, and four at large members, and '~' WHEREAS, Colma Creek has bee~ a continuing flooding problem caUsing considerable monetary damage to public and private properties since 1955, and WHEREAS, Colma Creek flooded its banks in November of 1970 and October ll, 1972, and January 16, 1973, and January 18, 1973, and WHEREAS, the cities named above have combined claims filed against them for the flooding which occurred on October ll, 1972, in an amount greater than $8 mil 1 ion, and' ' · WHEREAS, it appears that the San Mateo County Flood Control District has indicated their willingness and desire to be the administering agent of this project until its completion, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: A. The San Mateo County Flood Control.District act as the administering agent for the purposes of managing the Colma Creek Project which will include: 1. The immediate application for all Federal funds, and that the · applications will be made in the name of the Colma Creek Flood Control Zone. 2. The preparation of preliminary engineering drawings 3. The preparation of final construction plans and specifications 4. The persistent administration that is necessary on any complex ., project that involves multi-agency financing. B. Local costs shall be generally spread as follows: 1. Local costs necessary for the constriction of a Colma Creek · storm channel within the adopted project limit, which shall be reviewed and approved by the several cities of the Zone, shall be incurred by the Colma Creek Flood Control Zone subject to the limitations imposed on the Zone by State law. 2. All costs for expansion of roadway facilities beyond their normal traffic capac'ity, such as the expansion of bridges · from two lanes to four lanes, shall be incurred by the City · of South San Francisco. 3. All, cOStS for betterments beyohd what is needed for the initial project within the project limits as described shall be that · of the City of South San Francisco. C. Upon completion of the preliminary design, the San Mateo County Flood Control District shall obtain approval from the several cities in the Zone. D. Upon completion of the final construction drawings, the San Mateo County Flood Control District shall obtain approval from the several cities in the Zone. E. All cities contribute to the local cost in proportion to the zones of benefit which is understood by the City Council to be the 3:2:1 ratio. F. The design criteria and measure of safety shall be similar to that proposed by the Corps of Engineers; namely, a storm channel facility with capacity in excess of a 50-year runoff, or 5,100 cubic feet per second discharge, or as adopted by public hearing. $. Upon completion of this project, the right-of-way and all improve- merits will be dedicated to, and accepted by, the San Mated County Flood control District'. .' H. The maintenance jf the channel facilit~will become the responsi- bility of the San MateD County Flood Control District. The City Council of the City of South San Francisco hereby urges and' requests that the Board of Supervisor~ of San MateD County consider this resolutiOn and take whatever steps are-necessary to bring about legislation either on a County, State or Federal level which will expedite the construction of the Colma Creek Project. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the Cil~/ Council of the Clt~/ of South San Francisco at a special ~etlng held on the 12th day of February, 1973, by the following vote: AYES, COUNCILMEN NOES, ABSENT, " Patrick E.
