A RESOLUTION APPROVING AN AMENDED AGREEMENT
BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND
THE COUNTY OF SAN MATEO AND OTHER CITIES
WITHIN SAID COUNTY, ENTITLED "CIVIL DEFENSE
AND DISASTER AGREEMENT, SAN MATEO OPERATIONAL
AREA CIVIL DEFENSE AND DISASTER ORGANIZATION."
BE IT RESOLVED by the City Council of the City of South
San Francisco that:
1. The City hereby approves the amended Agreement
between the City of South San Francisco and the County of San
Mateo and other cities within said County, entitled "Civil
Defense and Disaster Agreement, San Mateo Operational Area
Civil Defense and Disaster Organization," attachment "A"
hereto, and
2. The Mayor is authorized to execute said amended Agree-
ment on behalf of the City, and City Clerk is authorized to
attest his signature thereto.

SAN MATE0 OPERATIONAL AREA CIVIL' DEFENSE AND DISASTER ORGANIZATION
WHEREAS, the County of San Mateo, hereinafter referred to as the
County, and the incorporated cities within the County signatory hereto,
hereinafter referred to as the City om Cities as required by the context,
are desirous of establishing a unified civil defense organization, hereby
designated as the SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER
ORGANIZATION and hereinafter referred to as the Area Disaster Organization,
for the purpose of preparing and carrying out, pursuant to the California
Disaster and Civil Defense Master Mutual Aid Agreement heretofore adopted
by said County and said Cities, coordinated plans for the civil defense
of persons and property in the event of a disaster, they, in consideration
of the mutual covenants herein contained, do hereby mutually agree as
follows:
A. DEFINITIONS
l.
"Civil Defense" shall mean the preparation for and the carrying
out of all emergency functions, other than functions for which
military forces are primarily responsible, to prevent, minimize,
and repair injury and damage resulting from disasters.
"Disaster" shall mean actual or threatened enemy attack,
sabotage, extraordinary fire, flood, storm, epidemic, riot,
earthquake, or other ~similar public calamity, with the
exception of any ~conditi'0n resulting from a labor controversy.

"state of War Emergency" means the condition which exists
immediately; with or without a proclamation thereof by the
Governor, whenever this state or nation is attacked by .an
enemy of the United States, or upon receipt by the state of
a warning from the federal government indicating that such an
enemy attack is probable or imminent.
"State of Emergency" means the duly proclaimed existence of
conditions of disaster or of extreme peril to the safety of
persons and property within the state caused by such conditions
as air pollution, fire, flood, storm, epidemic, riot, or earth-
quake or other conditions, other than conditions resulting from
a labor controversy or conditions causing a "state of war
emergency" which conditions, by reason of their magnitude, are
or are likely to be beyond the control of the services, personnel,
equipment, and facilities of any single county, city and county,
or city and require the combined forces of a mutual aid region
or regions to combat.

State of "Local Ememgency" means the duly pmoclaimed existence

persons and property within the territorial limits of a county,
city and county, or city, caused by such conditions as air
pollution, fime, flood, stomm, epidemic~ miot, om eaPthquake
or other conditionS, othem than conditions resulting from a

beyond the control of the services, pemsonnel, equipment,
and facilities of that political subdivision and mequime the
combined fomces of othem political subdivisions to combat.
A "mutual aid megion" is a subdivision of the state emergency
services organization, established to facilitate the cooPdination
of mutual aid and othem emem~ency opemations within an amea of
the state consisting of two om mope county opemational areas.
7. The "0pemational Amea" is an intemmediate level of the state ~
emergency services omganization, eonsistin~ of the county and
all political subdivisions within the county aPea. In a state
of war emergency the Operat.~onal amea shall serve as a link
in the system of communications and coomdination between the
state's emergency opematin~ centems and the opematin~ centems
of the political subdivisions compmising the opePatio'nal amea.

created and designated .as the goveP~ing body of the APea Disaster

2. The membems of the Amea Disastem Council shall be as follows:
a. A membeP of the Board of Supemvisoms, designated annually
as of July 1 by that Boamd, with the concumrence of the
Area Disaster Council, who shall be chairman.
b. A Vice-Chairman and four (4) altemnates therefore, who shall
be designated as Fimst, Second, Thimd, and Foumth Altemnate
Vice-Chairman, selected by the APea Disaster Council from
its membePship.
The Mayor of each Cit~ om, in case of his inability to
attend, an altemnate fop said MayoP fPom the City Council.
(In some exceptional eases it may, due to local consideP- -
ations, be mope expedient foPa~City Council to designate
some member of the City Council othem than the Mayom to
be its me~ulam membem. 0nly the MayoP om othem Pe~ulaP
City Council membem om, in case of rheim inability to
attend, an alternate as pPovided fop above, shall enjoy full
membemship and the might to vote in the pmoceedings of the
Area Disaster Council.)

The members of the Area Advisory Committee, as hereinafter
created, who shall be Associate or non-voting members.

e. In addition, the following may be Associate or non-voting
members:
(1) A representative of the American Red Cross to be
appointed by the Chairman with the approval of the
Area Disaster Council.
(2) Such representatives of the local clergy, industry,
or other private organizations as may be appointed
by the Chairman with the approval of the Area Disaster
Council in each instance· .,

It shall be the duty of the Area Disaster Council and it is
hereby empowered to review and recommend for adoption by the
Board of Supervisors and the City Council of each of the Cities,
signatory hereto, such civil defense plans, programs and
agreements, in addition to the basic agreements hereinafter
contained, as are necessary to carry out the purposes of the
Area Disaster Organization.
~. It shall be further the dut~ of the Area Disaster Council to
prepare and adopt not later than March 1 of each year a budget
for the immediately ensuing fiscal year in an amount necessary
to carry out the purposes of the Area Disaster 0rEanization
and the terms and conditions hereof. Immediately upon adoption
of said budget the Area Disaster Council shall cause said budget
to be presented to the governing body of each of the parties
signatory hereto for the purpose of securinK from said parties
appropriations in accord with their obligations as set forth in
Section J and hereinaf~.pmovided.
5. The Area Disaster Council shall meet upon the call of the Chairman
or in his absence from the Area, or inability to call such a
meeting, upon the call of the Vice-Chairman~ or alternates in
numerical succession. It shall meet at least quarterly.
ADVISORY COMMITTEE OF THE AREA DISASTER COUNCIL

1. Theme is hereby created an Advisory Committee of the Area Disaster
Council, herei.hafter referred to as the Advisory Committee.
2. The Advisory Committee shall consist of:

3. It shall be the duty of the Advisory Committee and it is hereby
empowered, within such guidelines as may be established by the
~ Area. Disaster Council, to study, resolve and recommend on such
matters as may be assigned by the Chairman or the Area Disaster
Council.

The members of the Advisory Committee, with the exception of
the Area Administmator as hereinafter pmovided, shall serve
without compensation.
D. AREA COORDINATOR OF EMERGENCY SERVICES

Emergency Services, hereinafter referred to as Amea
Coomdinator.
The Chaimman of the Area Disaster Council shall be the Amea
Coordinator. The Vice-Chairman of the Area Disaster Council
shall perfomm the functions of the Amea Coordinator in his
absence or inability to serve. In like mannem, in the event
the Vice-Chaimman is absent om unable to perform as afomesaid
the alternates to the Vice-Chairman shall pemfomm the functions
of said office in numerical succession.
It shall be the duty of the Area Coordinator and he is .hemeby
empowered:

a. To request the County or a City, to proclaim the existence
of a' "state of local emergency", within Said County or
City, and the temmination thereof, or to issue such
proclamation if .the established govemnmental pmocesses are
impossible or impmacticable, subject to confirmation by
the Area Disastem Council at the earliest practicable
time.
b~
To request the Governor, thmough the established governmental
bodies of the County" om a City to pmoclaim the existence of a
"State of Emergency" when, in the opinion of the Coordinator,
· the resources of the Area Disaster Omganization are inadequate
to cope'with the disaster.
C.
To control and direct the efforts of the Area Disaster
Organization for the accomplishment of the purposes of this
agreement.

To direct coordination and cooperation between County, Cities,
Area Semviee Chiefs and the Area Administratom and Staff of
the Amea Disastem Organization, and to mesolve questions of
authority and responsibility that may arise between them.

To represent either personally or by designated alternate the
Area Disaster Council in all dealings with publid or private
agencies working in the field of civil defense and disaster.
E. EMERGENCY POWERS OF THE AREA COORDINATOR
In the event of a proclamation of a "state of local emergency" as
hePein provided, or the pmoclamation of a "state of emergency" or a
,J~state of war ememgency" by the Govemnor or the Director of the State
6ffice of Ememgency Semvices, the Area Coomdinator is hereby
empowered duping the existence of such disastem conditions or state of
war emergency or until contmol is re-est, ablished by a higher
governmental authority:-

To effectuate and coordinate the provisions of any emergency
plan.developed and promulgated by the Area Disaster Organization,
and to carry out any orders or regulations adopted by the
Area Disaster Council. Orders or regulations not in the plan
or previously approve~ by the Council, may be issued by the
Area Coordinator when essential to the immediate protection
of life or property; provided such emergency rules or regulations
shall be confirmed at the earliest practicable time by the Area
Disaster Council.

To require emergency services of any officer of the County om
Cities sigma_tory hereto a~d, in the event of the proclamation
of a "state of emergency" by the Governor in the region in which
this Area Disaster Organization is located., to command the aid
of as many citizens in the Area as he thinks necessary in the
execution of his duties; such persons will be entitled to all
provileges, benefits, and immunities as are provided' by State
law for registered Disaster Service Womkers.
To request necessary personnel or matemial of any County or City
department or agency through their established civil defense
organizations.
To execute all powers conferred upon him by statute, agreement
approved by the Area Disaster Council, or by any other lawful
authority, and to be responsible for and exercise unified emergency
control over the county and cities through their established civil
defense organizations.-.
F. AREA ADMINISTRATOR
.
Theme is hereby created the position of Area Administrator for
Civil Defense and Disaster, hereinafter referred to as the Area
Administrator who will be responsible under the direction of the
Area Coordinator for:
a·
Plans and Operations-- Preparation, development, coordination,
and integration of unified area-wide civil defense and disaster
plans.
b.
Communications -- Development and maintenance of an area-wide
civil defense and disaster communications service, including
public warning.
c. Radiological Defense -- Development and maintenance of an
area-wide radiological safety and defense program.
d. Public Education and Information -- Direction of an ar,a-.wide
public education and information program.
e.
Recruitment and Training -- Coordination and assistance in
the recruitment and training of a civil defense and disaster
personnel.

'f. General Administration -- Coordination and assistance in
the procurement and inventory of civil defense and disaster
equipment and obtaining Federal matching funds and surplus
property. Includes a constant program for maintenance and
distribution of area-wide inventories of vital supplies and
equipment.
2. The Area Administrator shall be furnished with such staff as is
necessary, and authorized by the Area Disaster Council, to
carry out the above duties.
The Area Administrator and staff shall be full time civil service
employees of the County of San Mateo. Necessary personnel,
administrative, fiscal and logistic support shall be furnished
by the County subject to reimbursement by the Area Disaster
Organization as hereinafter provided.
G. AREA' SERVICE' CHIEFS
1. Area-wide operating and special service organizations are hereby
created. Each service shall be under the direction of a chief of
such service, hereinafter referred to as Area Service Chiefs,
appointed by the Area Coordinator, with the concurrence of the
Area Disaster Council, from the Area Administrator's staff, the
County or City Service Chiefs, or private individuals. Said Area
Service Chiefs shall serve in such capacity without compensation.
2. The Area Service Chiefs will be responsible under the direction of
the Area Coordinator for:
a. Preparation,.development.~and integration of unified area-civil
defense and disaster plans for their Service.
b. Recruitment and training of civil defense and disaster
personnel for their Service.
c. Acting as an advisory staff to the Area Coordinator during a
duly proclaimed "state of local emergency", "state of emergency"
or "state of war emergency" and keeping the Area Coordinator
continuously advised of the situation and needs of their Service
and recommending the best courses of action from their Service
viewpoints.
The Area service organizations' shall include the followin~ services
.and any others as may be directed by the Area Disaster Council:
a. CommunicatiOns and Public Warning 'Service
The Communications and Public Warning Service shall receive
and disseminate warnings of attack or disaster; and activate,
operate and maintain all publicly owned and Radio Amateur Civil
Emergency Services (RACES) communications facilities essential
for conducting operations and arrange for necessary augmentation
from commercial sources.

b. Emergency Welfare Set'vic'es
The Emergency Welfare Services shall arrange for'mass Care
and billeting operations, register people, assist in the
reuniting of families, provide individuals and families
with emergency aid and services and assist other services
as required.
c. Engineer Service
The engineer service shall perform all emergency engineering
functions; facilitate traffic movement during dispersal;
provide necessary engineering support for the activation and
maintenance of welfare centers; collect and evaluate all
technical intelligence data relating to weather and road
conditions;.survey, assess and report damage; perform radio-
logical monitoring and reporting in cooperation with the
Radiological Safety Service; and provide engineering
assistance to the other services.
d. Fire Service
The Fire Service shall conduct operations to control and
suppress fires, assist in rescue operations, deploy fire
fighting and pumping units not required for primary functions
to perform decontamination duties as required, perform
radiological monitoring and reporting in cooperation with
the Radiological Safety Service and assist other services

e. Food Supply Service
The FoOd Supply Service shall control ~and allocate food in
accordance with the requirements of civil defense operations.
f. Information and Education Ser'vice
The Information and Education Service shall process and
disseminate public information and. official instructions,
prepare material for the Emergency Broadcast System and
provide advice and assistance to other agencies and services.
g. Law Enforcement Service
The Law Enforcement Service shall protect lives and property,
enforce laws, rules and regulations, maintain order, detect
and prevent sabotage and other subversive activities,
regulate and control traffic in incorporated areas.'in
cooperation with the Traffic Control Service; and shall
conduct explosive ordnance reconnaissance, locate and~take
custody of downed aircraft and enemy crews, perform radio-
logical monitoring and reporting in cooperation with the
Radiological Safety Service and assist other services as
required.

h. Manpower Service
The Manpower Service shall recruit, register, classify
and place personnel to augment emergency services and to
meet other essential manpower requirements; administer such
emergency income maintenance programs as are continued or
established, and shall arrange for maximum utilization and
deployment of all employees of state, county and city agencies
not otherwise assiKned specific emergency duties under~ state,
county or city civil defense programs.
i. Medical and Health Service
The Medical and Health Service shall provide emergency medical
care and treatment, decontamination of the sick and injured,
and safeguards for the health of survivors; assist in the
defense against the effects of biological and chemical attack
in cooperation with other services; provide the registration
of the dead in accordance with law; and coordinate mortuary
operations of local ~urisdictions.
Petroleum Supply Ser'vice
The Petroleum Supply Se~gice, operating through normal
channels of the petroleum industry and in coordination with
the Supply Service, shall allocate petroleum products to
support operations.
k. Radiological Defense Service
, ·
The Radiological Defense Service shall provide pre-attack
predictions of ~he ~eneral direction and probable extent of
fallout patterns; determine the extent and intensity of'
fallout;' recommend actions to minimize exposure; advise as
to the conditions under which post-attack operations may be
conducted in affected areas and give' advice and assistance
to the other services on methods of decontamination.
1. Rescue Service
The Rescue Service shall conduct operations to rescue people
trapped in damaged or destroyed structures and coordinate
operations with and assist other services as required.
m. SuPply Service
The Supply Service shall procure, store, maintain and
distribute supplies and equipment, except whole blood which
is a Medical and Health Service responsibility, and arrange
for essential services.
n. Traffic Control Service
T~e Traffic Control Service shall expedite and control the
vehicular and pedestrian movement related to civil defense
operations; and perform radiological monitoring and reporting
in cooperation with the Radiological Safety Service.

o. Transport'ation Service
The Transportation Service shall provide and coordinate
·
the use and assignment of all transportation other than
that which is normally assigned to, or part of, any
emergency service.
p. Utilities Service
The Utilities Service shall coordinate emergency functions
of the utilities. The utilities industry will provide
water, gas, and electricity as required; and perform
radiolo~ical monitoring and reporting in cooperation with
the Radiological Safetv Service.
q. Operational Information Service
The Operational Information Service shall receive, process
and disseminate operational information and reports.
Central Registry Service
The Central Registry Service shall establish and operate
central registries at state and county level, receive and
catalogue registrations and answer inquiries concerninK the
location of persons.
THE COUNTY AND CITIES SHALL:
1. Be members of the Area'i~i~i, saster Organization
·
Each accept primary responsibility for the development within its
respective jurisdiction of disaster plans which shall be compatible
with and comPlementary to the Area-wide civil defense and disaster
plans and organization, formulated pursuant to this agreement and
pursuant to the California Disaster and .Civil Defense Master Mutual
Aid Agreement.
Delegate to the Area Disaster Council established herein whatever
authority it is lawful for the County and Cities to delegate when
such delegation shall be deemed necessary by said Area Disaster
Council. This delegation of authority, except durin~ a "state of
war emergency", shall be restricted to whatever expenditure of
County and City funds and use of County and City personnel,
equipment and supplies as are made available by the County and
· Cities for civil defense purposes.
I. THE COUNTY SHALL:
L. Provide an area-wide civil defense program in each of the
following areas:

2. Provide personnel, administrative, fiscal and logistic support
for the Area Disaster Organization.
In consideration of the mutual oromises herein contained it is
hereby mutually agreed that commencing with the fiscal year
1973-7~ the cost of maintaining the Area Disaster Orfanization
pursuant to the annual budget adopted as provided in Sec B. ~ above
shall be borne by the signatories hereto as follows:

From the total amount of the annual budget there shall-be
deducted estimated revenue from Federal "matching funds"
reimbursement by usin~ Districts for services of District
AdministratiVe Officers, and any amount aoplicable solely
to County projects. The County shall pay the first
$$0,000.00 of the remaininz amount.
The balance of the annual budget remaining after payment
of $50,000.00 as above provided, shall be paid as follows:
a. The County shall pay 50% of said remaining balance.

The Cities signatory hereto shall pay the remaining
50% of said remaining balance, said 50% to be apportioned
among said Cities in accord with the following formulae:
(1) One-half of said 50% to be apportioned by
people units or population:
Total population of all contracting Cities
divided into one-half of the total of the
Cities' share of the budget equals a factor
in cents.
(b) Population of each contracting city times the
factor in cents equals the share for each city..
(2) The remaining one-half of said 50% to be apportioned
on the basis of assessed valuation as_> follows:

Total assessed value of real and personal
property in all contracting cities divided
into one-half of the t6tal of the Cities'
share of the budget equals a factor in mils.
(b) Assessed value of real and personal property
of each contracting city times the factor in
mils equals the share for each city.
For the purposes of this agreement the total assessed
valuation of real and personal property in all contractin~
cities shall be the most recent such total maintained by
the office of the Tax Assessor of the County and Cities·

The figures used for population in each city shall be
determined by a method which is mutually acceptable
to all signatories hereto.
It is understood and a~reed that the financial obligations
incurred by the County and the Cities signatory hereto
under the above provisions (Section J. 1. through J. 3.) shall
be incurred annually and shall be subject to the limitation
that the annual anticipated revenue of said County and Cities
shall permit the incurring of said financial obligations.

50% of federal and/or state funds which may be
acquired by the Area Disaster Organization during
a given fiscal year in excess of the estimated
revenue from such sources for that fiscal year
shall be credited to the Cities' share of the
following year's bud,~.et.

50% of any deficit in federal and/or state funds
acquired by the Area Disaster Organization durin~ a given
fiscal year from the estimated revenue from such sources
for that fiscal year shall be added to the Cities'
share of the fol~owin.~ year's budget.
Each voting, member or his eligible alternate shall receive
an honorarium as ~oreseribed by the Area Disaster Council
and approved in the~ve,arlv budget.
This agreement shall become effective upon the execution thereof,
pursuant to appropriate enablinq resolutions, bv the County. and
the Cities.
This a~reement may be terminated as to any of the parties by
written notice qiven by such party to all other parties which
notice shall be given at least 120 davs orior to the commencement
of the fiscal year in which it is to take effect· For the purpose
of such notice a fiscal year is defined as July 1 of a calendar year
through June 30 of the succeeding calendar year·
It is mutually understood and a~reed by the parties hereto that
this agreement supersedes the existinK similar aKreement and
amendments thereto.

N. ORGANIZATION
The civil defense and disaster organization of the Area Disaster
Organization is shown by Enclosures 1 and 2.
