HomeMy WebLinkAboutReso 6174-1974 RESOLUTION NO. 6174 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING WITH SOUTH SAN FRANCISCO CITY EMPLOYEES - UNIT NO. 1 WAGE COMMITTEE, 1973-74. BE IT RESOLVED by the City Council of the City of South San Francisco that the Memorandum of Understanding for fiscal year 1973-74 with the South San Francisco City Employees -- Unit No. 1 Wage Committee, 1973-74, having been entered into between employer representatives and employee representatives, and having been duly considered by the Council, the Council does hereby approve said Memorandum of Understanding for fiscal years 1978-74 and 1974-75, a copy of which is attached hereto as Exhibit "A". Borba EXHIBIT "A" TO RESOLUTION N0..6174 MEMORANDUM OF UNDERSTANDING iJNTT ] WAGE COMMTTTEE ]973-74 The City of South Sari Francisco and Unit 1 Wage Committee, 1973-74 acknowledge and affirm that they have ~net arid conferred in good faith, exchanged proposals and counter-proposals, and in all respects fulfilled -their obligations under law to meet and confer on ali subjects appropriate to this process. As a result of the Meet and Confer process the parties have reached an understanding which the City negotiators have agreed to recommend to the City Council. for acceptance and approval, and which-the representatives of Unit 1 Wag_e_Committee, __ 1973-74 have agreed to present for acceptance and approval as follows' 1. SALARY INCREASE' Salaries shall be increased 5% effective July 1, 1973. ~) ' r~ 2. RETIREMEN! PLAN' The retirement plan shall be ~nodified effective January 1~1974, so that a member on retirement sha].l be entitled 'to ::Survivor's Continuance" (referred-to as 1/2 survivor's benefit) which en- titles a member to his retirement allowance, not adjusted or reduced because of continuance of 1/2 said allowance (or applicable amount for those members under~ the plan integra-ted with Social Security) to his survivor. le 3. HEALk'H PLAN: Effective January 1,. 1974, City shall provide a health plan for employees and their dependents (approximate cost $62.37 per month per employee), said cost not to exceed $70.00 per month per employee, with the option available to employees of the Kaiser "S" plan. 4. DENTAL SERVICE PLAN: Effective January 1, 1974, the City shall provide a dental plan for employees arid their dependents (approximate cost $17.00 per month per employee), said cost not to exceed $20.00 per month per employee, said plan to include orthondontia. 5. VACATIONS; Employees with continuous service for twenty-five years as of January 1, 197~4, and employees who thereafter accrue twenty- five years of continuous service shall be granted twenty-five (25) days annual vacation leave. 6. LIKE WORK FOR LIKE PAY: Effective upon date of execution of this agreement, an employee assigned to the duties of a first-line supervisor or above shall be paid the salary of the position he performs. First- line supervisory employees and above assigned to the duties of a higher classification shall not be paid the salary of that higher classification unless they serve in that capacity for thirty days or more, in which event they shall receive the pay of the higher classification commencing with the first day of said thirty-day service. -2- 7. SOCIAL SECURITY: City and employees shall consider a proposal to discontinue Social Security coverage with no final, action being taken regarding said discontinuance unless same is approved by a vote of all the employees included in Social Security. If the employees approve discontinuance of the Social Security coverage then upon discontinuance the full 1/$0th retirement formula shall be implemented. 8. TERM OF MEMORANDUM; COST OF LIVING INCREASE 1974-75: This Memorandum of Understanding shall become effective as of the date approved by the City Council and shall continue in full force and effect until June 30, 19 75. On July 1, 19 74, for fiscal 1974-75, salaries shall be increased bY whichever of the following percentages shall be higher, a cost of living increase of 5% or a cost of living increase in the percent shown by the Bay Area Cost of Living Index for the preceding annual period (referred to as April to April). 9. INFORMAL LEAVE CHRISTMAS EVE AND NEW YEAR'S EVE: 0ne-half day informal leave on Christmas Eve and New Year's Eve shall be granted employees subject to this Memorandum of Understanding. · 10. CLASSIFIED POSITIONS: City shall include in the classified service all positions (division heads and below) in Unit I, except Chief of Police, City Attorney, City Manager, Assistant City Manager, Assistants to'City Manager', Director of Finance, Director of Parks and Recreation, Fire Chief and Secretary to the City Manager. The Personnel Rules and Regu].~ations shall, be amdneded to provide -that management has the right, for disciplinary reasons, to reduce an employee one (1) step in pay, wi. th provision for thirty days review and/or reasonable successive reviews there- after. The employee shall have the right to the normal grievance procedure. 11. EFFECT OF AGREEMENT: Except as herein modified and/or supplemented, ali. former terms and conditions of employment for employees in Unit 2 shall remain unchanged.
