A RESOLUTION AMENDING THE
EMPLOYEE CLASSIFICATION PLAN
OF THE CITY OF SOUTH SAN
FRANCISCO
BE IT RESOLVED by the City Council of the City of
South San Francisco that the employee classification plan
as amended is further amended to add thereto the specifica-
tions for the following positions:
1. Communications Supervisor,as set forth in
Exhibit "A" attached hereto.
2. Administrative Assistant, as set forth in Exhibit
"B" attached hereto.
3. Zoning Administrator,as set forth in Exhibit "C"
attached hereto.
4. City Planner,as set forth in Exhibit "D" attached
hereto.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at a regular meeting held on the
~7th day of September , 1973, by the following vote:

COMMUNICATIONS SUPERVISOR
DEFINITION
Under Administrative direction, to plan, 'organize, and direct the
work of the (City) Communications Center; and to do related work as required.
EXAMPLES OF DUTIES
TO supervise subordinate personnel; prepare work schedules; reviews and
approves payroll and time records; assists in the preparation of the annual
Communications budget; trains other employees as required, evaluates employee
performance; receives, interprets, transmits radio or telephone messages
during an assigned shift; maintains communications between police, fire and
public works and various external stations; dispatches men and eqUi~ment..to
the scene of disturbance, fire, disaster, crime, accident or complaint or
assigned work location; maintains radio log; prepares and maintains a
comprehensive records system of dispatches; receives and sends teletyPe
bulletins, completes complaint, crime and fire reports from information
received; conducts staff meetings; provides information to the public Over
the telephone; operates time recorders, tape recorders, and other equipment;
coordinates operations and procedures with authorized representatives of
police, fire and public works departmen.ts.
DESIRABLE QUALIFICATIONS
Knowledge of: ',
Communications 'principles and procedures and the problems of
administering a communications system;
Federal Communications Commission rules and re~.ulations pertaining
to commer6ial radio operators;
Principles of budgeting, personnel and public relations administration;
and
Ability to:
Operate radio equipment and related information systems;
Supervise and .train subordinates;
Speak and write effectively;
Establish and, maintain effective and cooperative relationships
with the public and City personnel;
Type a minimum of 35 words per minute;
Adapt to odd and frequently irregular 'work shifts.
EDUCATION
Equivalent to graduation from High School.

EXPERIENCE
Three years of increasingly responsible ex~0erience as a radio
dispatcher in a governmental public safety or communications department.
LICENSE
Possession of a valid California Driver's License.

ADMINISTRATIVE ASSISTANT
DEFINITION
Under administrative direction, performs varied and responsible staff work for
the City Manager or Department head; assumes responsibility .for assigned units or
services; does related work as assigned..
DISTINGUISHING CHARACTERISTICS
This is staff work of a responsible nature. Employees in this class may be
assigned to the City Manager or a major Department Director with responsibility
for administrative follow through. The range of duties may be in any aspect of
City AdminiStration and are performed through both general and specific delegation
by the supervisor.
EXAMPLES OF DUTIES
Administers the various staff services such as personnel, budgeting for~a
major Department; collects, analyzes 'and codifies data for the budget of a major
Department; developes, review, tabulates and analyzes administrative reports;
prepares reports, reviews 'and makes recommendations, follows up and reports on
work projects assigned to Departments; develops and carries out public relations
programs; initiates research, special studies, and prepares subsequent reports;
attends committee, staff and public meetings as assigned; drafts and participates
in preparing materials for publication.
DESIRABLE QUALIFICATIONS
Knowledge of:
Principles and practices of local governmental administration and public
personnel administration as applied to the ~management of a public
agency;
Principles of organization, budgeting and public relations administration.
Ability to:
Analyze and interpret factual data and interpret rules and regulations;
Speak and write effectively;
Establish and maintain effective and cooperative relationships with the
public, city personnel and the press.
Educati on:
Graduation from an accredited college or university with a m~jor in
public administration, personnel administration or a related field.
A master's degree in public administration or equivalent may be
substituted for one year of experience.

ZONING ADMINISTRATOR
DEFINITION
Under administrative direction, formulates, implements, performs and directs the '
ctivities of the Zoning Division of the Department of Public Services concerning the
nterpretation and administration of zoning and other related ordinances; and do
related work as assigned.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Plans and directs the work of the Zoning Division; administers zoning, sign and
subdivision codes and interprets code requirements, reviews plans and offers
assistance in such matters.
Sets goals and establishes procedures.
Advises staff, other departments and the public in zoning and zoning enforcement
matters; prepares special studies and code revisions; supervises and participates in
the maintenance and interpretation of the zoning and 'related ordinances and related
development regulations; conducts hearings and renders decisions on matters of zoning
adjustment and special applications including conditional use permits, variances,
planned unit developments, planned community permits, planned residential permits,
trailer park permits, on-site plan, architectural and landscape review applications;
prepares written decisions on such applications and appeals; conducts complex reviews
of projects to determine compliance with codes,
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
goals, principles, techniques and legal implications of municipal planning;
the law of zoning;
codes, ordinances and other regulating'foundations related to zoning and
zoning administration; ..
governmental organizations and community interrelations;
method and procedure of public hearings;
principles of administration and supervision;
site planning, architecture;
all landscape architecture. -.
Ability to:
conduct public hearings;
organize and conduct comprehensive projects and programs;
prepare and present complete and concise reports;
speaks and writes effectively;
establish and maintain effective relationships with"the public, governmental
agencies and subordinate personnel.

Education
Equivalent to graduation from college, preferably with a major in
planning, zoning, or building inspection.
Experience
Four years of planning, zoning or building inspection experience, at least
one year of experience must have been in zoning administration. A Master's
Degree may be substituted for one year Of experience. . ..~

CITY PLANNER
DEFINITION
Under administrative direction to plan, organize and direct the Blanning
Division of the Department. of 'Public Services; to supervise and personally
perform planning work; do related work as required.
EXAMPLES OF DUTIES
Responsible for personnel, budgetary, public relations, planning and
administrative policies of the Division. Plans, organizes, directs, and
supervises activities relating to land use and planning for the future development
of the City; coordinates planning activities with other City departments and other
planning agencies; supervises and personally participates in the preparation,
revision, and implementation of the General Plan; prepares draft ordinances
relating to subdivisions ,' underground utilities, outdoor advertising, and related
planning matters; acts as technical advisor to the Planning Commission; presents
information and recommendations to the City Council; supervises and personally
participates in periodic studies of land use, employment, property values, use and
requirements for schools and other public facilities, population and housino estimates,
and related planning surveys; confers with architects, engineers, developers,
consultants, and the general public on planning matters; represents the City and City
Manager on local and regional planning committees.
DESIRABLE QUALIFICATIONS
Know ledge o f:
Theory, principles, and practices of governmental planhing and zoning;
State, County, and City laws and regulations applicable to planning
and zoning;
Current trends in Federal, State, and local planning;
Principles of supervision.
Ability to:
Collect and analyze data, and recommend revisions in a mimicipal
general plan consistent with local needs;
Prepare ordinances and formulate recommendations for land use policies;
Supervise and train subordinates;
Prepare clear, concise and comprehensive reports and recommendations;
Establish and maintain cooperative and effective relationships with
public and private officials and with members of the public.

Education:
Graduation from an accredited four-year college or university with
major work in planning, or a closely related field.
Experience:
Five years of increasingly responsible experience in public planning
work, including two years in a supervisory capacity over professional
and subprofessional personnel. (A master's degree in planning may
be substituted for one year of the required experisnce.)
