HomeMy WebLinkAboutReso 6182-1973RESOLUTION NO. 6182 CITY COUNCIL,CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REJECTING BIDS AND DECLARING THAT THE PROJECT CAN BE PERFORMED MORE ECONOMICALLY BY DAY LABOR OR MATERIALS OR SUPPLIES FURNISHED AT LOWER PRICES IN THE OPEN MARKET AND AUTHORIZING THE PROJECT AS HEREIN SET FORTH FOR COLMA CREEK INTERIM IMPROVEMENTS, SAN MATEO AVENUE TO SPRUCE AVENUE, AND LINDEN AVENUE BRIDGE AND APPROACHES. BE IT RESOLVED by the City Council of the City of South San Francisco, that. 1. The Council finds and determines that: A. Plans and specifications entitled "Colma Creek Interim Improvements, San Mateo Avanue to Spruce Avenue and the Linden Avenue Bridge and Approaches" were approved, and notice inviting bids was duly advertised, and on the 17th day of September,1973, only one (1) bid was received from McQuire & Hester, same being Alternate (a) in the sum of $542,922.40, and Alternate (b) in the sum of $531,459.00 which exceeded the Engineer's estimate. B. There is insufficient time within which to advertise for new bids, and the project can be performed more economically by day labor and/or materials and supplies furnished at lower prices in the open market. C. The public interest and necessity demand the immediate expenditure of public money to safeguard life, health, and property from impending storms and consequent floods. 2. The Council orders that: A. The bid submitted by McQuire & Hester be and the same is hereby rejected. B. That the City Manager be and he is hereby -1- authorized to perform the improvement work by obtaining labor, material and supplies therefor in the open market directly or by contracting for the performance of the work substantially as set forth in the plans and specifications herein- after recited. C. The City Manager be and he is hereby authorized to modify the said improvement work by making dele- tions therefrom or additions thereto. D. The City Manager be and he is hereby authorized to negotiate for and obtain any necessary easements to perform the work, and authorize modifications of said work with deletions therefrom or additions thereto which may be therefor required. E. City Mana§~be and he is hereby authorized to perform said work as soon as reasonably possible in such a manner as to safeguard life, health and property from the hazards of flood to the extent same may be safeguarded by the scope of the proposed work. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at an adjourned re§u~ar meeting held on the 25th day of September , 1 973, by the following vote' AYES, COUNCILMEN Patrick E.
