A RESOLUTION AMENDING RESOLUTION
NO. 6159 PASSED AUGUST 20, 1973
BE IT RESOLVED by th~ City Council of the City of South
..
San Francisco that Section IV-C of Resolution No. 6159, entitled
"A Resolution Establishing a Precise Plan for the Processing of
Developmental Projects and Municipal Plats in Accordance with the
Environmental Quality Act, and the Appurtenant Guidelines Issued
by the Resources Agency", passed August 20, 1973, is hereby amended
to read as follows:

1 blINISTERIAI. P~ND CATE(;ORICAL I-',XI:M lIONS. The City Planner
shall determine 5lin.[sterial, Categorical, or other
exemptions within S days upon rcccil)t of the project
app 1 icat ion.
2. SIGNII:ICANCI~-NONS1GN[F1.CANCIi. The City l>lanncr shall
determine whether the proposed project v, ill have a signifi-
cant or nonsignificant effect upon tl~e enviro~ment within
10 days upon receipt of the pro.}ect al,l)licatJon. A
qucst:i, onna'ire to be completed by the applicant, may be
used by the City Planner to determine si~.:nif.i, cant or non-
signi, ficant aspects of the project. A determi~ation of
significance or nonsJgnificance shall be based t~l)on the
criteria of tl~e (;u/.del.ines. 'l't~e City l'la~ner shall reheard
his determination of s i. gnificance-nonsig~ificance to thc
City Manager for concurrence.
In thc event a determination of nonsignificance i.s made by the
City Planner, there sl~all be a review,' period of 10 days from
the date of the t:ili, ng of tl~e NIi(;A'I'iVI! I~IiCI, AI~A'I'ION for the
purpose of allowing public response to tho NEGATIVE DECLAIQVI'iON
before the project application shall be forwarded to thc
Planning Commisqion for final action. Sec. 15083(b).
In tl~e event that a project is found to have a significant
impact on the environment, the City l'lanner shall require
the preparation of a Dl~Irf EIR. A completed DI/AFT l!iR shall

be submitted to the CitY Planner t~l~cn a nongovernmental
person is re{luired to prepare the draft. A bl~l:T I!IR review
period of no less than 30 days shall be used to provide thc

Planner with thc Ol, pOrtunity to make ti~eir response to the
DRAFT EIR. Sec. 15160(c).
3. FINAL EIR. The FINAL lilR shall consist of the I)I(AI:'F I"IR,
recorded publ.ic input, other agency input, and the City
