HomeMy WebLinkAboutReso 6208-1973RESOLUTION NO. 6208 CITY COUNCIL,CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTID~] ADOPTING THE OPEN SPACE, CONSERVATION AND PUBLIC UTILITIES ELEMENT AS AN AMENDMENT TO THE GENERAL PLAN OF 1968. WHEREAS, the proposed amendment to the City's General Plan of 1968, as amended, entitled "Open Space, Conservation and Public Utilities Element" is set forth in the document so described, a copy of which is on file in the office of the City Clerk; and WHEREAS, the Planning Commission of the City of South San Francisco approved and recommended same to the Council in Resolution No. 2138, passed the 27th day of November, 1973, a copy of which is attached hereto as Exhibit "A"; and WHEREAS, the Council, pursuant to the Government Code of the State of California,duly set a hearing thereon for the 3rd day of December, 19.73, notice of which was published in the Enterprise-Journal, a newspaper of general circulation printed and circulated in the City of South San Francisco, and which date of publication was ten (10) days prior to the date set for said hearing, and the affidavit of said publication is on file in the office of the City Clerk; and WHEREAS, said public hearing was continued to December 10, 1973, and the Council did hold said hearing on said date and did thereupon consider said amendment and the statements and communications made at said hearing regarding said amendment; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco, that 1. The Council hereby adopts the amendment to the City's General Plan of 1963, entitled "Open Space,Conservation and Public Utilities Element" (General Plan: 1972, prepared by Hahn, Wise and Associates), a copy of which is on file in the office of the City Clerk, the same having been recommended and approved by the Planning Commission in Resolution No. 2138 passed November 27, 1973, a copy of which is attached hereto as Exhibit "A". 2. The said amendment be endorsed as adopted by this Resolution, and the Mayor and City Clerk shall execute said endorsement. PLANNING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL THEREOF THAT THE GENERAL PLAN OF THE CITY OF SOUTH SAN FRANCISCO BE AMENDED TO INCLUDE THE PROPOSED OPEN SPACE, £ONSERVATION AND PUBLIC UTILITIES ELEMENT. · WHEREAS, the Planning Commission of the City of South San Francisco, meeting in regular session on Tuesday, November 27, 1973, conducted a public hearing on the proposed Open Space, Conservation and Public Utilities Element; and, WHEREAS,' notice of this public hearing was published in the Enterpri§~2 · 'Journal at least ten days prior thereto; and, WHEREAS, the Planning Commission found that the proposed Open Space, Con- servation and Public Utilities Element and public hearing conducted thereon met the substantive and procedural requirements of Article 5, Chapter 3, Title 7 of the State Planning and Zoning Law; and, WHEREAS, the Planning Commission found that.the proposed Open Space, Conservation and Public Utilities Element would be congruous with the existing Working-Living Areas Element, the Natural Resources .(Conservation) Addendum to the Working-Living Areas Element, and the Public Utilities Element of the adopted General Plan; and, WHEREAS, the Conunission also made the following findings' 1. The proposed Element is designed to guide the orderly physical growth of the City of South San Francisco and environs, and to promote developme, ntal stability therein. 2. The proposed Open Space Element is designed to promote the general conservation and preservation of open space in the City of South San Francisco and its sphere of influence. 3. q]%e proposed Open Space Element has been prepared in recogni- tion of the dwindling acreage of open space in' the Bay region, and its consequential effect upon the growth of the conununities thereof. 4. q]~e proposed Open Space Element's adoption would bring this municipality into a state of compliance with Section 65563 of the Govermnent Code of the State of California; - 1 - RESOLUTION NO. 2138 NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of South San Francisco recommends to the City Council thereof that the adopted General Plan, ~ntitled "Orderly Growth," be amended to include the proposed Open Space, Conservation and Public Utilities Element. I hereby certify that the foregoing Resolution-was regularly intr6d'~ed and adopted by the Planning Commission of the City of South San Francisco at a regular meeting held on the 27th day of November, 1973, by the following vote' AYES' Vice Chairman Matkewson, Commissioners ]{ale, Lazzari, Raffa¢lli, Slade, and Chairman Mullin NOES' None ABSENT' None Neal J.
