HomeMy WebLinkAboutReso 6213-1973RESOLUTION NO. 6213 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION EXPRESSING OPPOSITION TO EPA TRANSPORTATION PLAN AND RELATED MATTERS BE IT RESOLVED by the City Council of the City of South San Francisco that the Council does hereby express opposition to the EPA Transportation Plan for the following reasons: A. The City of South San Francisco operates and maintains municipal parking spaces, funded through an assess- ment district, bonds for which are paid by parking meter receip~which total $48,000.00 per year to retire outstand- ing bonds in annual payments and pay expenses of administer- ing the district. The Transportation Plan surcharges and other regulations will impose a financial hardship on the district estimated to be $2.5 million by regulating the reduction of parking spaces, imperil district revenues and th.e capacity to fund the bond payments to meet the cost of operating expenses. B. The City of South San Francisco operates and maintains employee parking spaces and the Transportation Plan will adversely affect the economic interests of the City and the taxpayers of the City by imposing a surcharge on said spaces. C. The City of South San Francisco administers a zoning ordinance which requires adequate parking spaces appurtenant to commercial and industrial developments, and the Transportation Plan will adversely affect the welfare of the City of South San Francisco by negating future application of the zoning regulation of the City of South San Francisco with respect to said appurtenant parking, and further by surcharging existing parking spaces will adversely affect said commercial and industrial sites to the economic detriment of the City of South San Francisco. BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco that the Council does hereby recommend to the Environmental Protection Agency that other regulatory means be sought to achieve the desired goals, particularly the regulation of the vehicle, rather than the Transportation Plan proposed which surcharges parking spaces. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at an Adjourned Regular meeting held on the ~0th day of December , 1973, by the following vote: AYES, COUNCILMEN Patrick E.
