HomeMy WebLinkAboutReso 6222-1973RESOLUTION NO. 6222 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REQUESTING COUNTY CLERK OF SAN MATE0 COUNTY TO RENDER SPECIFIED ELECTION ~SERVICES. BE IT RESOLVED by the City Council of the City of South San Francis co as follows: 1. That the Board of Supervisors of the County of San Mateo shall be, and is hereby, requested to permit the County Clerk of said County to render the services hereinafter specified relating to the conduct of the general municipal election to be held within said City on Tuesday, the 5th day of March, 1974. 2. That the election services requested by said City in connection with the holding and conducting of said election are more particularly set forth in Exhibit "A" attached hereto and incorporated herein the same as though fully set forth at length. 3. That said City shall, and does hereby accept and agree to comply with the terms and conditions of the performance of said election services, and the payments therefor, as set forth in Exhibit "A." 4. The County Clerk is further authorized and delegated to perform the duties specified in Exhibit "A" for the purpose of the general ~municipal election to be held within the City of South San Francisco on Tuesday, the 5th day of March, 1974. DULE "B" Pursuant to the provisions of Sec. 22003 et seq. of the Elections Code, the Governinq Body of any City may, by resolution, requ'est the Board of Supervisors of San Hateo County to permit the County Clerk to render specified services to the City relating to the conduc of an election. Subject to approval of the Board of Supervisors, such services are re- quested of and shall be performed by the County Clerk. Hereinafter set forth are the services that may be rendered by the County Clerk incident '.to preparation and conduct of City Elections: 1. SERVICES FURNISHED BY COUNTY CLERK: (1) Consolidate Precincts - Set consolidated precincts and supply list for -legal publication by City. City to advise as to number of county precincts to be consolidated (maximum registmation per consolidation) and number of voting machines to be used per precinct. (2) Precinct Indexes - Furnish precinct indexes, by consolidated precinct, to the Affidavits of Registration of eligible voters (3 copies for precinct supplies, 1 copy for City and 1 copy for Election Office files.) (a) Indexes of Registration for Candidates, if so requested by City Clerk. Responsibility of recovering cost is that of the City Clerk. (3) Polling Place Notices - Prepare and address polling place notices for mailing to eligible voters. Irc.Irides POlling Place Notice Stock. : (4) Ballot Preparation and Printing:. (a) Prepare ballot copy for Official Absentee Punchcard Ballots from certified data supplied by City. Submit to printer*, check proof, nbtain certification from City Clerk as to correctness and resubmit to printer for actual printing. (1) County to furnish Official Absentee Punchcard .stock to printer for absentee ballots and bill City for same. (b) Prepare copy for Official Voting Machine Ballot Labels from certified data supplied by City. Submit to printer*, check proof, obtain certifi- cation from City Clerk as to correctness and resubmit to printer for actual printing. (c) Prepare ballot copy for Voting Hachine Sample Ballots from certified data supt~lied by City. Submit to printer*, check Droof, obtain certi- fication from City Clerk as to correctness and resubmit to printer for actual printing. (d) Prepare format for set up of Candidates' Statement of Qualifications for submission to printer* from copy of Statements submitted by City Clerk. From proof, city clerk to provide certification as to correctness and. approval of format prior to final printing. (e) Prepare Argument copy for printer*, if any required, from certified data submitted by City. From proof City Clerk to provide certification as to correctness and approval of format prior to final printing. (f) Arrange for printing of Official Result of Votes'Ca.~t Sheets. ALL PRINTING COSTS OF ITEMS (a),(b),(c),(dl(e)& (f).to be paid directly by City' upon receipt of proper invoice from Printers. *Qualified printer designated by (5) Sample Ballot Envelopes - To order from sup~: designated b.y City, Sample Ballot envelopes for use in mailino election matter to eligible registered. voters. Envelopes must be satisfactor.y for use in connection with our in- serting machine. Cost of envelopes to be paid directly by City upon receipt of proper invoice from Supplier. -2- SCttEDULE "B" (6) !nsert'in_~9_ Election Matte__[r to be mailed to eliqible re.qistered voters. All inserted matter to be picked up and delivered to Post Office by County Clerk. (7) Select Polling Places - including performance of whatever field work m~y be necessary to compl-ete such selection, prepare, proCess and mail polling place agreement forms. List to be supplied to City Clerk for appointment by City Governing Board not less than 30 days prior to the election, and for 1 egal publ i cati on. ~. (8) Select Election Officers - and substitute election officers. Prepare forms, mail-applications, process applications upon return, prepare election officer appointment list, prepare and mail appointments to election officers. City Clerk to be supplied list for apoointment by City Governing Board not less than 30 days prior to the election, and for legal publication. (9) Voting !.lachines - Services required to ready Voting Machines for use at said electiOn, including Voting Hachine Technician.services on election day. Also including Voting Machine Key Envelopes completed in prescribed manner. (10) Voting Machine Delivery - Arrangements for carrier to deliver to polling places and return to storage votinq machines and supplemental election equipment (tables, chairs, etc.) to be made by County. County Clerk to prepare schedules for delivery and return to storage of voting machines and equipment. Insurance coverage must be provided - requirements available from the Registration-Election Division. City will be responsible for repair of equipment or machine damage not covered by insurance. Costs for drayage to be paid directly by City upon presentation of proner invoice. (ll) Voting Machine Instruction Classes - to be conducted for election officers. Schedule of classes will be furnished City Clerk for mailing to Election Officers. (12) Warehouse Canvass - Services required to unseal the Voting Machines a'nd to take off and record Record of Votes Casl~ and reseal Voting Hachines prior to official canvass by City. City Clerk will be furnished a Certificate by County Clerk for use in official canvass procedure. (13) Precinct Supplies - To order, for account of the City Clerk, precinct supplies as required. (a) Services required to prepare and pack precinct supplies. (b) Delivery of precinct supplies 2. INFORMATION REQUIRED OF CITY CLERK: (1) Notice of Election which includes following information: Date of election, Official Name of Election, Offices to be filled, Hours the Polls will Open and Close. Also after the last filing date for Nomination Papers, the City to supply a certified list of Candidates by office, and Measures, if any. (2) Consolidated Precincts -City Clerk to advise County Clerk of number of county precincts .and/or maximum registration to be included in setting up consolidated precincts. Also number of voting machines to be assigned per preci ncr. (3) Request for Indexes of Registration for candidates. (4) If Write-in Candidate officially files, the County Clerk to be advised officially immediately after the 8th day prior to the election. Summary Schedule of Preliminary Information Reports Required: (a) Notice of Election Immediately following Council Action (b) List of Nominees in Ballot Order and Ballot Synopsis of.Heasure, if applicable Dec. 31, 1973 -3- SCHEDULE "B" 3. SPECIFIED ELECTION ACTIONS TO BE PERFORMED BY CITY CLERK AND EXCLUDED FROM SCHEDULE OF COUNTY SERVICES: (1) Nomination Papers - Issuance of Nomination Papers, Candidate filing of same, checking signatures, occupation, Oath of Office and Statement of Qualifications. (2) Legal Publications - Responsibility of City Clerk and Payment to ~ made by Ci ry. ' (3) All Election Officer and Polling Place Fees to be paid by City. (This would include possible custodian fees where schools are used as polling ' places.) (4) _Absent~.e Votin~ The processing of absent voter applications, mailing of absent voter ballots and voting in the office, will be handled by.the City Clerk. (5) Absentee Canvass - is responsibility Of and will be made by City Clerk. (6) Semi-Official Canvass - is responsibility of and will be made by City Clerk. (7) Official Canvass - To be made by City Governing Board. (8) City will be responsible for compliance with the statutory requirements set forth as responsibility of City Clerk in Elections Code ll500 et seq. and Government Code Secs. 3600 and 3700 et seq. (Amended by Statutes 1973, Chapters 1166 and 1186). TERMS AND CONSIDERATION: Term' This schedule shall be in effect for the per. formance of specified services incident to the preparation and holding of the Municipal Election to be held on March 5, 1974.
