HomeMy WebLinkAboutReso 6234-1973RESOLUTION NO. 6254 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFI- CATION PLAN BY ADDING THE CLASS OF DIRECTOR OF PUBLIC SERVICES (U). BE IT RESOLVED by the City Council of the City of South San Francisco that the employee Classification Plan, as amended, is further amended to add thereto the specifica- tions for the position of Director of Public Services (U), as set forth in Exhibit A attached hereto. Under administrative direction, Performs difficult, highly responsible mana=ement duties of a professional nature in directin~ and administerin~ the activities of the Department of Public Services; does related work. as required. DISTINGUISHING FEATURES This is a high level professional and administrative position involving responsibility for exercising leadership.and coordinating the planninG, building, public works, zoning, treatment plant, and engineering divisions. The work is performed under the aeneral policy guidance of the City Manager and in accordance with accepted public administration and municipal standards., General supervision is exercised over the activities of a professional and technical staff. ~ EXAMPLES OF DUTIES AND RESPONSIBILITIES (Illustrative Only) ThrOugh subordinate division chiefs, plans, organizes, and gives overall direction to the work of the department. Attends conferences and meetings of various public groups; meets the~public; receives complaints; makes presentations to public i.~Drovement organizations and other groups. Reviews individual division budgets and is responsible for the departmental budget: reviews and approves or disapproves personnel actions such as appointments, transfer.~ and pro~otions; prepares administrative reports; coordinates the interests of private and public de lopers with those of the general public; prepares departmental operatin~ budaet and confers wi the City Manager on formulating the City's Capital Improvement ProGram. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Broad Knowledge of: Principles and practices of planning, basic civil enoineerin~ and public administration; Ability to: Analyze difficult programs and to develop a positive course of action; Demonstrate sound professional judgment and to reason looicallv and think imaginatively and creatively; Communicate with others; , Direct the preparation of clear, concise reports; Develop good public relations; and ~INIMUM OUALIFICATIONS Education:..~' Graduation from'an accredited college with a ma4or in civil engineering, urban planning, public administration or related field with ~raduate level work in Public Ad~liDistration (pre ferab l .v Master' s De~ree). Experience: Six (6) years exoerience in municipal ~overnment o~ which three ('3) years mUnn be in a management or administrative capacity, or any eouivalent e.woerience, education and training which provides the required knowledoe, skills and abilities.
