HomeMy WebLinkAboutReso 7-1974RESOLUTION NO. 7-74 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION SUPPORTING ASSEMBLY BILL 594 OF THE CALIFORNIA LEGISLATURE FOR THE 1973-74 REGULAR SESSION,AND SIMILAR LEGISLATION RELATING TO BEVERAGE CONTAINERS WHEREAS, it has been amply demonstrated that the disposal of nonreturnable or throwaway beverage containers is producing a substantial adver'se effect upon the environ- ment, particularly the beaches, parks and highways, which is injurious to the health, safety and welfare of the resi- dents of the entire State of California; and WHEREAS, nonreturnable or throwaway beverage con- tainers also substantially add to the problem of solid waste disposal in communities throughout the State of California; and WHEREAS, it is extremely difficult to solve the problems created by the disposal of said beverage containers either at the local level or through existing laws banning littering; and WHEREAS, as found in the State of Oregon in 1972, said problems must be dealt with on at least the State level through legislation directed toward eliminating the sale of beverages in nonPefundable containers and-encourag- ing the return of said containers to the manufacturers; and WHEREAS, several bills in the past years which addressed themselves to said problems unfortunately have been defeated in the Legislature of the State of California; and WHEREAS, Assembly Bill 594 has been introduced to the Legislature of the State of California fop the 1973-74 Regular Session; and WHEREAS, Assembly Bill 594 as of April 12, 1973, .in substance PequiPes specified bevePage eontainePs sold oP offePed fop sale in the State of CalifoPnia to have speci- fied Pefund values~ PequiPes dealePs~ distPibutoPs and manufaetuPePs to accept and pay deposit on such specified eontainePs~ PequiPes containeP labeling oP otheP maPking to facilitate the PetuPn of such containePs~ and pPovides fop enfoPcement by the DepaPtment of Alcoholic BevePage ContPol~ and WHEREAS~ said Assembly Bill 594 appeaPs to be Peason- ably calculated to solve some of the majoP pPoblems Pesult- ing fPom the sale of nonPetuPnable bevePage eontainePs~ N0W~ THEREFORE~ the Coun~"% of the City of South San FPancisco does RESOLVE as follows: 1. The Senate and the Assembly of the State of CalifoPnia hePeby ate uPged to enact Assembly Bill 594 and any otheP legislation which will help to eliminate the enviponmental blight cPeated by nonPetuPnable bevePage containePs. 2. The Senate and the Assembly of the State of CalifoPnia hePeby ate uPged to pPomote~ eneouPage~ and suppoPt PeseaPch by the bevePaEe and eontaineP industPies in the field of biodegPadable eontainePs and the PeeyclinE of containePs. 3. The City ClePk is diPected to tPansmit a cePti- fied copy of this Resolution to Assemblyman Louis Papan~ to SenatoP APlen GPegoPio and to Assemblyman Julian Dixon whO intPoduced Assembly Bill 594.
