A RESOLUTION APPROVING PROPOSED
REMEDIAL WORK AT OYSTER POINT
MARINA LANDF ILL
BE IT RESOLVED by the City Council of the City of
South san Francisco, California, that the Council having
received the Report of the Director of Public Services regard-
ing certain proposed remedial work at the Oyster Point Marina
Landfill, does hereby approve said Report and orders the
implementation thereof, said Report being attached hereto
as Exhibit "A".

RECOMMENDATION:
It is recommended that the City Council adopt a resolution approving the
schedule of remedial work. described in the attached to meet the require-
ments of the Regional.Water Quality Control Board.
DISCUSSION:
The City and South San Francisco'Scavenger Company have performed substan-
tial work at the site, included but not limited to the following:
removal of 50,000 cubic yards more or less from the southeast area;
grading of the site; grading of the slope; rip-rap of the slope; stock
pile of. impervious material; and periodic inspections (visual and chemical]
--- In addition the City has undertaken a program to regenerate the salt
marshes through Dr. Joel F. Gustafson which provides for the planting of
pickleweed-and cordgrass along the perimiter of the slope. The purpose
of the pickleweed and cordgrass plantings and other plantings is for the
control of erosion. The Water Quality Control Board staff has called to
the City's attention five items for further corrective action, as shown
on the plat attached hereto as Attachment "1".
City's staff has prepared a schedule to 'accomplish the work, as set forth

'Item No. 1 is the larger item of work, and the City's staff has obtained
from Harlan COnsulting Civil Engineers a proposal for soil engineering
services, Attachment "3".
The Director of the Department of.Public Services and the City Engineer
are scheduled to meet with the staff of the Water Quality Control Board
in the Attorney General's Office on Tuesday, May 7, 1974, to discuss the
action program.
The adoption of a resolution approving this report and Ordering its imple-
mentation will assure the Water Quality Control Board and the Attorney
General's Office of a firm schedule for the proposed remedial work.

1. Abate discharge of sulfide bearing water along shoreline in area near entrance to municipal yacht harbor.
2. Removal of organic deposits below high water mark at southeasterly corner.
5. Abate all evidence of seepage from fill faces along the southerly dump face and around the southerly side of the
parking area of the yacht harbor.
4. Repair of drainage facilities to eliminate ponding along the south side of the parking area of the yacht harbor.
5. Regrade the top of the fill to eliminate ponding and. thus percolation and seepage potential.
**~orrec~ive action to be taken at these locations will be as follows: (1) Removal of organic material. (2) Fill void with
~mperwous material. (3) Place Rip Rap for erosion control. All work to be done in accordance with Soil Engineers
direction.

PROPOSAL FOR SOIL ENGINEERING SERVICES
Dear Mr. Yee:
.This letter confirms our discussions relative to a soil engineer-
ing investigation of some areas of erosion and leaching at the
Ouster Point Sanitary l,andfill We have reviewed the Re~iona~
Water QUality Control Boards Checking Program Report. dated
i March 1974 by b~r. W. R. Macke.
The main area of investigation is the finger of fill jutting
northward just eastof the Marina, Corrective Action Item I of
Mr. Hackers report. The difficulties with this fill are discussed
in our letter of March 1, 1974 file number H4-0406-F1. W~ propose
to investigate the perimeter of this fill by a series of backhoe
trenches after flattening the debris piles with a dozer.
Our engineer supervising the field exploration will log the borings
and take samples of the materials encountered as necessary. Soil
tests will be performed on the samples in our laboratory only if
deemed necessary on the basis of the conditions encountered in the
field. Our recommendations for correction of the leaching an~
erosion will be presented in a formal report along with the field
-and laboratory data.
We will also inspect and provid~ recommendations relative to' Correc-
tive Action Items 2 through 5 of bk. Macke's report.
When the proper construction relative to Corrective Action Item 1
has been determined, and you have requested us to proceed, we will
prepare plans .and special provisions of specifications for the
work. We will complete the investigation report by May 31, 1974,

The following schedule presents typical rates for professional services. If
desired, services other than construCtion observation and testing can be con-
tracted on a negotiated fixed fee basis. These rates are in effect through
February 1975. Hours and mileage for professional and technical services are
