A RESOLUTION CONFIRMING THE LETTER
DATED JUNE 18, 1974, TO MR. ALAN
PENDLETON FROM THE CITY MANAGER -
BCDC PERMIT APPLICATION NO. 8-74,
CABOT, CABOT g FORBES.
BE IT RESOLVED by the City Council of the City of South
San Francisco that the Council, having reviewed the letter dated
June 18, 1974, to Mr. Alan Pendleton, San Francisco Bay Conserva-
tion and Development. Commission, signed by the City Manager of
the City of South San Francisco, reference BCDC Permit Application
No. 8-74, Cabot, Cabot $ Forbes, a copy of which is attached
hereto as Exhibit A, does hereby confirm and approve said letter
and the contents thereof, and does further order that a copy of
this resolution be forwarded to Mr. Alan Pendleton, San Francisco
Bay Conservation and Development Commission, 30 Van Ness Avenue,
San Francisco, California 94102, in the referenced matter.
I hereby certify that the foregoing Resolution was regu-
larly introduced and adopted by the City Council of the City of
South San Francisco at a special meeting held on the
21st day of June , 1@74 , by the following vote:

Dear Mr. Pend'leton'
Reference is made to the Cabot, Cabot & Forbes property lOcated north of Oyster Pt.
Boulevard and to .the north of the Carpenter-Offutt Paper Inc. Exhibits are attached
which identify the properties specifically on the City's General Plan and Official
'Map.

)lan designated "Shoreline Regional Park". This Shoreline Regional Park has been
shown on the 'General Plan for several.years. The General Plan. ma.p designates
this area for a community park. However, it does not specify detail nor whether
· public or private ownership is contemplated. ~e text of the' General Plan goes.
into greater detail on the concept of the proposal. Although the general term
"~ark" is used to describe the area, the General Plan indicates that a' variety of
'L~ uses could be incorporated into the complex along the shoreline. Such uses as a
'"?::.i;'marina,;'i:; commercial facilities, retail shops, chandleries and restaurants could bee
· part of t~e park area. Excerpts from the General Plan are attached for your informa=
'tion.
A recent study of the marina and surrounding vicinity done for the City of South San
Francisco by Williams-Kuebelbeck (% Associates of Redwood City, indicated that the
site under discussion is not appropriately included in the Shoreline Regional Park.
In fact, that stud}, specifically stated that this property is only 'suitable for
industrial uses and it would not be feasible to include these Ial]ds within the
park area.
In general, it is the Cit}"s opinion that the proposed usc would be compatible with
and in the. spirit of the adopted General Plan for the City of South San Francisco.
It is our understanding that a proposal has been submitted to BcDc for permit
approval which provides public access to the Bay. h'e have been informed that your

~lthough on the surface this zoning desi§nation appears to be in conflict with the
'i ._)ark proposal.s of the General Plan, the City has taken steps to re-evaluate the
· .zoning and General Plan in this area. /l~e Open Space Element of the General Plan
provides that this is a special, study, area subject to further detailed study and
possible modification upon completion' of the above-cited Nilliams and Kucbelbeck
report. Those studies are being initiated at the present time and it appears that
the staff will reconunend modification of the Regional ~Park proposal. '[he %~:illiams-
Kuebelbeck report indicates that the scope of the park should be limited to a
considerably smaller area. It is our feeling that public access to the Bay and
continued private ownership of th8 properties in the surrounding 'vicinity would be
more appropriate and a more practical approach.
'...'i'The status of this proposed project has been determined to be' ministerial and
therefore exempt from Environmental I~npact Report requirements. If the developer
'were to present plans to the City, only a building permit would be required. The
scope of the grading outside of BCDC limits would not require City Council
approval of a grading permit. Therefore, as presently proposed, the project seem
to meet all of the City Ordinance requirements and no discretionary body would be
required to review the proposal.

continue, to work'closely with BCDC in the development of the City's General Plan,
