HomeMy WebLinkAboutReso 137-1974 RESOLUTION NO. 137-74 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION AUTHORIZING VOLUNTARY PAYROLL DEDUCTIONS OF EMPLOYEES' CONTRIBUTIONS~ TO COMMUNITY ORGANIZATIONS RESOLVED by the City Council of the City of South San Francisco, California, that WHEREAS, the City Council has been requested to establish criteria for Permitting voluntary deductions .from the wages of those employees of the City of South San Francisco who.elect to have such deductions paid to designated community organiza- tions as charitable contributions; and WHEREAS, it is reasonable and necessary that the City Council should establish suc~ criteria: NOW, THEREFORE, IT'IS HEREBY RESOLVED by the City C°uncil of the City of South San'Francisco that: 1. Subject to the capability of the existing payroll system of the City of South San Francisco to accommodate such deductions, payroll deduction privileges shall be granted to community organizations which meet the following Criteria: (a) The organization represents a group of bona fide community agencies, providing direct services to a sub- stantial segment of the population of the City of South San 'Francisco in need of such services. (b) The organization presents satisfactory evidence that the Federal Internal Revenue Service has determined that · contributions to the organization, and to each of its compon- ent agencies, if any ,are tax deductible as. gifts for charita.ble purposes. (c) There must be a sign-up of at least one hundred (100) employees if payroll deduction privileges are to be granted. (d) Subject to the provisions of (f) below, payroll deductions shall be made for multiples of One and no/100 Dollars ($1.00) per pay period, and shall continue until cancelled by the employee. (e) Warrants shall be issued to an organization, not to a member unit within an organization. (f) Payroll deduction privileges shall be reviewed annually to determine that all organizations accorded such privileges continue to meet these criteria. (g) Once each year, at a time to be selected by the City Manager, each community organization~.granted payroll deduction privileges shall be permitted to solict contributions from employees by distributing written material to such employees and community orga~za~ons meeting these criteria may request that they be granted payroll deduction privileges and permitted to solicit contributions. (h) No community organization granted payroll deduction privileges will be permitted to solict contributions from employees by any means other than by the distribution of written material. · 2. This policy shall be administered by the City Manager.
