HomeMy WebLinkAboutReso 202-1974RESOLUTION NO. 202-74 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, CALIFORNIA A RESOLUTION IN SUPPORT OF THE PROPOSED NEW STRUCTURE OF THE REGIONAL PLANNING COMMITTEE OF SAN MATEO COUNTY WHEREAS, on the 14th day of July, 1964, the Board of Supervisors of San Mateo County by its Resolution No. 20138 established a Regional Planning Committee for San Mateo County for the purpose of obtaining answers to many problems which require study and action on an area-wide basis and which cannot be solved by any one city or the County alone; and WHEREAS, the Regional Planning Committee was in said resolution designated to be composed of one member of the Board of Supervisors, one member of the San Mateo County Planning Commission, one member of the City Council of each incorporated city within the County of San Mateo, one member of the Planning Commission of each incorporated city, the State Senator representing San Mateo County and each Assemblyman representing a portion of San Mateo County; and WHEREAS, said Regional Planning Committee has functioned well and has been of inestimable value in the investigation and resolution of many problems which have affected San Mateo County as a whole; and WHEREAS, said body has been found after some years of experience to be unwieldy because of its size and it is desired that a better balance in representation from business, labor, agriculture, ethnic and environmental groups be obtained and it is further desired that said body be made more efficient in the solution of the overall problems of San Mateo County; and WHEREAS, it is agreed by all cities and the County that said Regional Planning Committee be reformed and continued to carry out the objectives as herein-below indicated: 1. The cities and the County should form an effective partnership to solve mutual problems and to carry out a cooperative county-wide planning program. In such a partnership, each jurisdiction would retain full authority for its own area of responsibility, while recognizing the need to cooperate with its neighbors. 2. Transportation planning should be integrated into the general planning and decision-making process. Planning for all forms of transporta- tion should be coordinated in order to achieve a balanced transportation system including highway, transit, rail, bus, aviation, bikeway and trail. $. There should be substantial citizen participation in setting goals, developing policies and establishing priorities. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco approves of and supports the proposed new structure of the Regional Planning Committee of San Mateo County, with the membership and functions as proposed below. 1. Membership. The Regional Planning Committee shall be composed of the following members: One representative of the Board of Supervisors to be appointed by the Board of Supervisors. One representative of the City Council of each incorporated city within the County to be appointed by the City Council One representative of the East Palo Alto' Municipal Council to be appointed by the East Palo Alto Municipal Council. Six non-governmental members appointed by the Board of Supervisors. Each non-governmental member's term shall be for three years. However, the initial term shall be appointed for the following terms which will in the future result in staggered terms. Two shall be appointed for 1 year, two shall be appointed for 2 years and two shall be appointed for 5 years. 2. Functions. a) Coordinate county-wide planning programs which require concerted action by a number of cities or by cities and the county. . Examples are programs such as planning for transportation corridors for water supply, and for solid waste management, all of which require county-wide plans. b) Coordinate the preparation of general plan elements which, although they are the responsibility of individual juris- dictions, have a larger than local impact, and could better be prepared jointly for all jurisdictions in the county. This is true of certain mandatory plan elements such as seismic safety, noise, transportation, and housing which could be prepared separately by each agency. In some instances joint preparation would be advantageous--but, in any event, these plan elements are not likely to be effective unless there is close coordination. c) Review those general plan elements which are prepared by individual jurisdictions (both cities and county) to make sure that they are consistent with each other and that potential conflicts are minimized. d) Serve as the mechanism for joint study or review of projects and issues which affect a number of jurisdictions but which are not of concern to the entire county. e) Make reconunendations on the allocation of funds from federal, state, and local sources if such funds are earmarked for joint city-county purposes. f) If and when a San Mateo County Transit District should be formed, serve as an advisory body to the district.
