assessed values and property taxes, and
WHEREAS, many retired homeowners who through many years of
hard work, sacrifice and toil have paid off their home mortgages
but are nonetheless forced out of their homes, out of their

many years of sacrifice and saving had been dedicated; and
WHEREAS, this Council strongly feels both a moral and
political obligation to protect the well-being of all of its
constituents in a non-discrimatory manner.
