HomeMy WebLinkAboutReso 217-1974RESOLUTION NO. 217-74 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REQUESTING LEGISLATION TO STABILIZE ASSESSED VALUES OF OWNER-OCCUPIED RESIDENTIAL PROPERTY AND ESTABLISHMENT OF STATE REVENUE SHARING SYSTEM FUNDED BY INCOME TAX WHEREAS, growing rates of inflation within the United States'economy promises to accelerate the growth of homeowner assessed values and property taxes, and WHEREAS, many retired homeowners who through many years of hard work, sacrifice and toil have paid off their home mortgages but are nonetheless forced out of their homes, out of their community, away from loved-ones and neighbors and into an existence of marginal subsistence without friends or company, all because the United States inflationary spiral has accelerated property taxes beyond the reach of their fixed retirement incomes, and WHEREAS, assessed values of owner-occupied family residential property do not in any way reflect a taxpayer's ability to pay; and WHEREAS, the property tax itself represents' the most regress- ive and least equitable form of all taxation which has become nothing more than an economic tool used by younger affluent citizens to cast aside without any conscience what-so-ever their elders and to deprive them of their homes and standards of living to which their many years of sacrifice and saving had been dedicated; and WHEREAS, this Council strongly feels both a moral and political obligation to protect the well-being of all of its constituents in a non-discrimatory manner. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco ask Senators George R. Moscone and Arlen 'F. Gregorio, and Assemblymen Louis J. Papan and Dixon Arnett in the strongest terms possible to introduce and seek passage of legislation that would stabilize the assessed values of owner- occupied residential property and that would rebate cities for attendant future loss of .property tax revenue through a State Revenue Sharing Program whose funds are secured from the State Income Tax which levies tax in accordance with the taxpayer's ability to pay; BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to Senators George R. Moscone and Arlen F. Gregorio, and Assemblymen Louis J. Papan and Dixon Arnett. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South ~San Francisco at a regular meeting held on the 20th day of Noven~Ser, 1974, by the following vote' AYES, COUNCILMEN warren Steinkamp I!
