A RESOLUTION REQUESTING THE STATE OF
CALIFORNIA LEGISLATURE TO FULLY SUBVENT
COSTS REQUIRED TO BE INCURRED BY LOCAL
AGENCIES IN IMPLEMENTING EMERGENCY
TELEPHONE COMMUNICATIONS SYSTEM KNOWN
AS "9-1.-1" MANDATED BY PASSAGE OF
ASSEMBLY BILL NO. 515, 'AND REQUESTING
EXTENSION OF DEADLINE FOR PUBLIC AGENCY
SUBMITTAL OF 9-1-1 TENATIVE PLANS
WHEREAS, the California Legislature has enacted Article 6 of
Chapter 1, of Part 1, of Division 2, of Title 5, of the Government
Code, authorized by Assembly Bill 515, requiring all local juris-
dictions to develop 9-1-1 emer~lency telephone systems by December,
1982; and
WHEREAS, the cities wit~hin the County of San Mateo, and the
County of San Mateo, have already expended considerable staff time
and funds in the planning, phase to develop a Coordinated 9-1-1
implementation plan, and~studies indicate that 9-1-1 and prelimin-
ary estimates of related communications costs in San Mateo County
alone may reach as much as $14,000,000 for the first five years.

WHEREAS, Section 2164.3 of Article I of Chapter 1.5 of Part
4 of Division 1, of the Revenue and Taxation Code expresses the
intent of the Legislature to fully fund programs mandat'ed by the
State through provisions of SB 90; and
WHEREAS, the State of California 9-1-1 Coordinator, Mr. Bill
Brandenburg, at a meeting of the San Mateo Area 9-1-1 Committee
on. November 27, 1974, stated that the January 31,1975 deadline
for public agencies to submit 9-1-1 Tentative Plans "is written
into the law, only the legislature can change it." (See California
Governmen.t Code, Chapter 1, of Part I of Division 2, of TITLE 5,
Article 6, Section 53115)
WHEREAS, the submission of a 9-1-1 Tentative Plan defined by
the State~9-1-1 Coordinator to mean "conceptual plan",and required
by law, would be most difficult and premature to submit prior to
the Legi'slature's determination as to the magnitude of State fund-
ing, if any, to be made available; and
WHEREAS, the cities of California cannot be expected to fund
from local revenues any portion of a costly Local Emergency
Telephone System known as 9-1-1 whose inception and creation was
made by the Legislature and mandated to public agencies with no
accompanying appropriation for implementation; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of South San Francisco respectfully requests'
1. That the state,Legislature in its 1975 legislative
session to fully subvent costs to be incurred by local agencies
in 9-1-1 implementation, including retroactive planning cost's,
facilities, construction or modification, equipment purchase and
installation, telephone trunking and line charges, and publicity
and training expenses; and
2. Th'at the Legislature act immediately through urgency
.legislation to amend the deadline for submission of 9-1-1 Tentative
Plans to a date 90 days following the action appropriating specific
amounts of' funding to California public agencies to be used to
implement provisions of AB 515; and
3. That if the Legislature decides that sufficient funds are
not availabl, e to fully subvent necessary 9-1-1 planning, equipment
installation costs, and construction of necessary PSAP and dispatch
facilities, that provisions of AB 515 be repealed; and
4. That the City Clerk shall mail a copy of this Resolution
--- ,to the California State Assembly; the California State Senate;_
Senator George R.-Moscone, Senator',~,rlen Gregorio, Assemblyman
Louis J. Papan, Assemblyman Dixon Arnett, Assemblyman Leo McCarthy,
San Mateo County Operation Area Civil Defense and Disaster Organ-
ization and the press.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South
San Francisco at.a regular meeting held on the 18th day
