HomeMy WebLinkAboutReso 23-1975that' RESOLUTION NO. 23-75 CITY COUNCIL,CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION APPROVING UNIT DETERMINATIONS AND MODIFICATIONS AS MADE BY THE IC!IY , MANAGER PURSUANT TO'ORDINANCE NO 647 BE IT RESOLVED by the City Council of the City of South. San Francisco WHEREAS, the Municipal Employee Relations Officer, by notice entitled "Notice of Unit Determination/Modification for Consultation with, Employee Organizations and Transmittal to the City Council in Accordance with Ordinance No. 647" dated February 4, 1975, notified Unit I - Wage Committee, Unit 2 - Wage Committee, ASFCME Local 1569, MEBA, Fire - IAFF Local 1507, South San Francisco Police Association -Units 5 and 7, and Unit 8 - Wage Committee of the Municipal Employee Rel!ations Officer'~'s determination of employee units by unit and job classification title, including modifications affecting those classifications which had been placed in an inappropriate unit, and did attach thereto the unit designations and composition Q'f said units, and did further set his conference to discuss definitions of units and to consult with employee organizations the period of time commenc- ing with receipt of said notice, to and including February 15, 1975, and did further advise the named organizations that the Municipal Employee Relations Officer would transmit his findings, recommendations and units determined to the City Council for Council'.s appropriate action on February 19, 1975, a copy of which notice is on file in the offices of the City Manager and the City Clerk; and WHEREAS, pursuant to said notice, the respective employee organiza- tions representing'City employees, conferred with the Municipal Employee Relations Officer and/or his representative to discuss definitions of units; and WHEREAS, the appropriate notice period has now passed and the Municipal Employee Relations Officer has transmitted his findings, recom- mendations and the units determined by his office to the City Council, which have been duly considered by the City Council; NOW, THEREFORE, IT IS ORDERED THAT: 1. The City Council does hereby approve the units determined by the Municipal Employee Relations Officer, which are attached hereto as Exhibit A, and incorporated herein by this reference as if set forth verbatim, same being those set forth in the Staff Report dated February 19, 1975, to the Hon. City Council, subject: Unit Determination, a copy of which is on'file in the offices of the City Manager and the City Clerk. 2. The City Council having considered the Supplementary Findings of the Municipal i'.Employee Relations Officer regarding the Fire Paramedic Captain, does hereby approve the addition of said title to Unit I ,of 'Exhibit~A, 'same being the Units determined by the Municipal Employee Relations Officer as approved in paragraph I hereof, and does further order that the title of Assistant Planner be added to Unit I of Exhibit A, same having been inadvert- ently omi tted. F. (2)). Chief Treatment Plant Operator - community of interest with and similar working conditions to the Superintendent of Sanitation (Ordinance 647, Section 2.96) - responsible for developing and administering City policies for treatment plant operation; supervises all treatment plant operations personnel (Ordinance 647, Section2.90. F. (2)). Fire Battalion Chief - responsible for formulating and administering City policies and programs; and authority to direct fire employees (Ordinance 647, Section 2.90. F. (2) - community of interest with Fire command personnel (Ordinance 647, Section 2.96) - previous assignment to' Unit I. Fire Inspector - written request of Fire Inspectors - responsible for developing and administering City policies in fire prevention (Ordinance 647, Section 2.90. F.(2)) - community of interest with and similar working conditions to Fire command personnel (Ordinance 647, Section 2.96). Fire Marshall - responsible for formulating and administering City policies and programs in fire prevention; and authority to direct fire prevention and line employees (Ordinance 647, Section 2.90. F.(2)) - community Of interest with Fire command personnel - previous assignment to Unit I - similar working conditions to fire command personnel (Ordinance 647, Sec t i on 2.96). Fire Training Officer - community of interest with and similar working conditions to Fire Chief, Assistant Chief, Battalion Chief and Fire Marshall (Ordinance 647, Section 2.96) - responsible for development_and administration of City polic~s for training of fire personnel (Ordinance 647, Section 2.90. F.(2)). Swimming Pool Manager - community of interest with and similar working conditions to Recreation Supervisors (Ordinance 647, Section 2.96) - responsible for developing and administering City policies and programs in aquatics; supervision of pool personnel (Ordinance 647, Section 2.90. F.(2)). UNIT 8 CONFIDENTIAL With the separation of confidential employees from the previous unit of Management and confidential employees, the following classifications have been found to include those positions which are privy to decisions of City management affecting employer-employee relations (Ordinance 647, Section 2.90.
