HomeMy WebLinkAboutReso 82-1975 RESOLUTION NO. 82-75 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO APPROVING THE FORM OF AMENDATORY COOPERATION AGREE- MENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO, A MUNICIPAL CORPORATION, AND THE HOUSING AUTHORITY OF THE CITY OF SOUTH SAN FRANCISCO, AND AUTHORIZING ITS EXECUTION. WHEREAS, it is the policy of this locality to eliminate substan- dard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environment for all of its citizens; WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, (herein called the "Act"), the Department of Housing and Urban Development (herein called "HUD") is authorized to provide financial assistance to local public housing agencies (hereinafter called "Local Authority") for undertaking and carrying out the development and operation of low-rent housing projects that will assist in meeting this goal; and WHEREAS, Section 34313 of the California Health and Safety Code, as amended, provides that no low-rent housing project shall be developed, constructed, or owned by the Local Authority until the governing body of the locality has by resolution approved such projects; and WHEREAS, pursuant to Section 15(7)(b) of the Act, as amended, before HUD can provide financial assistance to a local low-rent housing pro- ject, it is necessary that the local governing body enter into a Cooperation Agreement with the Local Authority providing for local cooperation in connec- tion with such housing project, and WHEREAS, pursuant to Section 34515 of the California Health and o Safety Code express authority is given for local governing bodies to enter into agreements with housing authorities providing for local cooperation with respect to low-rent housing projects; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco, as follows: 1. There exists in this locality a need for such low-rent hous- ing at rents within the means of low-income families or persons. 2. The Mayor of this governing body is hereby authorized and directed to execute an Amendatory Cooperation Agreement in the name and on behalf of the City of South San Francisco, and the City Clerk is hereby author- ized and directed to affix or impress the official seal of this governing body and to attest the same. 3. This Resolution shall become effective immediately. ACIJ OF MEETINGS FOR TIlE CITY COUNCIL · THE CITY COUNCIL OF TItE 'CITY' OF SOUTH SAN FRANCISCO. DOES ORDAIN AS FOLLOWS: ' SECTION 1. TIME OF MEETINGS. The Council shall hold a regular meeting on the first and third Wednesdays of each month at seven thirty o'clock p..m. SECTION 2. PLACE OF MEETINGS. 2.1 Regular Meetings. The place of the regular COuncil meetings shall be the West Orange Avenue Library (in the room referred 'to as the Auditorium), 840 Wesl-. Orange Avenue, South San Frar,cisco, California, except in case of necessity or emergency the Mayor or three (3) Councilmen may designate an alternate meeting place within the corporate limits of the City of South San Francisco with legal notice thereof to be given al-. least twenty-four (24) hours prior to the · time of said meeting. The place of the adjourned regular Council meetings shall be 'the City Hall, at the northwest' corner of Grand Avenue and Maple Avenue in the City of Soutl~ San Francisco, except in the case of necessity or emergency the Mayor or three (3) Councilmen may designate an alternate meeting place within 'the corporate limits of the C~ty of South San Francisco, witt~ legal notice thereof to be given at least twenty-foyer (24) hours prior to the time o.[ said meeting, and the City Clerk shall appear at said meeting place at the time set for the meeting and publicly announce the alternate meeting place and post a notice of s~me on the front and back doors of City Hall and the door of the room in which the adjourned regular meeting was scheduled to be held. 2.3 Special Meetings, Study Meetings, Council-Commission Conferences. SECTION ~t. R~PEAL. Ordinance 670-7~, entitled, "An Ordinance Designating Time and Place. of Meetings for-the City Council, is hereby repealed. SECTION 5. PUBLICATION AND EFFECTIVE DATE.
