A RESOLUTION INDICATING INTENTION
TO COMPLY WITH THE REGIONAL WATER
QUALITY CONTROL BOARD REQUIREMENT
FOR DECHLORINATION OF TREATED
WASTEWATER
WHEREAS, The California Regional Water Quality Control Board, San
Francisco Bay Region, has established requirements that all wastewater
dischargers must eliminate chlorine residual prior to discharge, and
WHER_EAS, the City of South San Francisco has been given a time
schedule by which the City is mandated to meet the chlorine residual require-
ment, and
WHEREAS, the City treated wastewater disposal system is part of
a subregional facility which includes the Cities of Burlingame, Millbrae,
South San Francisco, and San Bruno and San Francisco International Airport,
all of which agencies are subject to the same Regional Water Quality Control
Board requirements, and
WHEREAS, it has been desirable and necessary to study means of
meeting the chlorine residual requirement on a combined basis with the other
agencies discharging to the common disposal facility, and
WHEREAS, such a subregional engineering study has been accomplished
on behalf of all the subregional agencies and submitted for comment and
review by the engineering firms of Jenks & Adamson and Kennedy Engineers,
Inc., in an engineering report under the date of August 1,1975, and
WHEREAS, the engineering report recommends implementation of a
common use dechlorination facility as being the best means by which the
~.ombined agencies can meet the chlorine residual requirement, and
WHEREAS, the Regional Water Quality Control Board has required
a report indicating intention of proceeding with implementation of a pro-
ject necessary to meet the chlorine residual requirement in accordance with
a proposed new time schedule and that such intention be indicated to the
Regional Water Quality Control Board by the date of September 1,1975,
NOW, THEREFORE, BE IT RESOLVED that,the City Council, City of
South San Francisco, hereby indicates approval in general principle with
the recommendations of the engineering report, including the recommended
time schedule, and
BE IT FURTHER RESOLVED that the City indicates its intention of
cooperating with the other agencies involved in the recommended common
project on the matter of effecting necessary agreements for financing,
engineering, cofistruction and operation of the projeCt.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San Francisco
at a regular meeting held on the 20th day of Auqust ,
1975, by the following vote:
