CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REJECTING BIDS AND DECLARING
THAT THE PROJECT CAN BE PERFORMED MORE
ECONOMICALLY BY DAY LABOR OF MATERIALS OR
SUPPLIES FURNISHED AT LOWER PRICES IN THE
OPEN MARKET AND AUTHORIZING THE PROJECT -
INSTALLATION OF CHAIN LINK FENCE ALONG THE
COMMON GREENS IN WEST PARK 3 PARKS AND
PARKWAYS MAINTENANCE DISTRICT ADJACENT TO
WESTBOROUGH JUNIOR HIGH SCHOOL.
BE IT RESOLVED by the City Council of the City of South San Francisco
that:
1. The Council finds and determines that:
A. Plans and specifications entitled "Installation of Chain
Link Fence Along the Common Greens in West Park 3 Parks
and Parkways Maintenance District Adjacent to Westborough
Junior High School" were approved and notice inviting bids
was duly advertised, and on the 19th day of August ,
1975, two bids were received, one being a qualified bid
which did not respond to specifications and the other bid
being in a sum substantially more than the engineer's
estimate.
B. There is insufficient time within which to advertise for new
bids, and the project can be performed more economically by
day labor and/or materials and supplies furnished at lower
prices in the open market.
C. The public interest and necessity demand the immediate
expenditure of public money to safeguard life, health and
property from vandals, trespassers, and high-speed operation
of vehicles.
2. The Council orders that:
A. The bids submitted by Anchor Post Products, Inc. of
Calif. and San Jose Steel Co., Inc., are hereby rejected.
B. That the City Manager be and he is hereby authorized to
perform the improvement work by obtaining labor, material
and supplies therefor in the open market directly or by
contracting for the.performance of the work substantially
as set forth in the plans and specifications hereinbefore
recited.
C. The City Manager be and he is hereby authorized to modify
the said improvement work by making deletions therefrom
or additions thereto.
D. The City Manager be and he is hereby authorize to negotiate
for and obtain any necessary easements to perform the work,
and authorize modifications of said work with deletions
therefrom or additions thereto which may be therefor required.
E. The City Manager be and he is hereby authorized to perform
said work as soon as reasonably possible in such a manner
as to safeguard life, health and property from the hazards
aused by acts of vandals, trespassers and high-speed opera-
tion of vehicles to the extent same may be safeguarded by
the scope of the proposed work.
I hereby certify that the foregoing Resolution was regularly intro-
duced and adopted by the City Council of the City of South San Francisco
at a regular meeting held on the 3rd day of september ,
1975, by the following vote:
