CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING GENERAL
PLAN AMENDMENT 1-75
WHEREAS, the South San Francisco Planning Commission, after hearing
duly noticed on the 12th day of August, 1975, recommended approval of
three revisions to the General Plan, substantially as follows: (1) To
incorporate the proposed Colma Creek Enhancement Project into the General
Plan from Spruce Avenue to the Town of Colma corporate limits; (2) To
delete from the General Plan the proposed Colma Creek Linear Park,
proposed from Orange Avenue to San Francisco Bay; and (3) To illustrate
on the General Plan the proposed realignment of Mission Road between
Oak and Chestnut Avenues, and thereafter by Resolution No. 2176 entitled
"ReSolution of the.~ Planning Commission of the City of South San
Francisco Recommending to the City Council Thereof That the General Plan
of the City be Amended to Incorporate the Colma Creek Enhancement
Project, to Delete the Proposed Colma Creek Linear Park from Orange
Avenue to San Francisco Bay, and to Illustrate the Realignment of Mission
Road Between Oak and Chestnut Avenues," did ratify said approval and
recommendation and further recommend to the City Council approval of
said amendments, same to constitute General Plan Amendment 1-75, and
WHEREAS, the Council, pursuant to the Government Code of the State
of California, duly set a hearing thereon for the 17th day of September,
1975, notice of which was published in the Enterprise-Journal, a news-
paper of general circulation printed and circulated in the City of
South San Francisco, and which date of publication was more than ten (10)

days prior to the date set for said hearing, and the affidavit of said
publication is on file in the office of the City Clerk, and
WHEREAS, the Council did hold said hearing on said date and did
thereupon consider said Amendment 1-75 and the statements and communica-
tions made at said hearing, including but not limited to the staff report
dated September 3, 1975, to the City Council, subject "General Plan
Amendment - Colma Creek Enhancement Project,'' and Resolution No. 2176
of the Planning Commission passed the 9th day of September, 1975, full
title of which is set forth above, and
WHEREAS, the Council desires to approve said Amendment 1-75;
NOW, THEREFORE, it is ordered that:
1. The Council hereby adopts Amendment 1-75 to the City's General
Plan as set forth in Planning Commission Resolution 2176, entitled
"Resolution of the Planning Commission of the City of South San Francisco
Recommending to the City Council Thereof That the General Plan of the
City be Amended to Incorporate the Colma Creek Enhancement Project,
to Delete the Proposed Colma Creek Linear Park from Orange Avenue to
San Francisco Bay, and to Illustrate the Realignment of Mission Road
Between Oak and Chestnut Avenues," passed the 9th day of September,
1975, which resolution is attached hereto as Exhibit A and by this
reference incorporated herein as if set forth verbatim.
2. That said Amendment 1-75 be endorsed as adopted by this
resolution and the Mayor and City Clerk are authorized to execute
said endorsement certificate.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SOUTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL
THEREOF THAT THE GENERAL PLAN OF THE CITY BE AMENDED
TO INCORPORATE THE COLMA CREEK ENHANCEMENT PROJECT,
TO DELETE THE PROPOSED COLMA CREEK LINEAR PARK FROM
ORANGE AVENUE TO SAN FRANCISCO BAY, AND TO ILLUSTRATE
THE REALIGNMENT OF MISSION ROAD BETWEEN OAK AND
CHESTNUT AVENUES
WHEREAS, the Planning Commission of the City of South San Francisco,
meeting in regular session on Tuesday, August 12, 1975, conducted a public hearing
to consider the following amendments to the City's adopted General Plan'
1). to incorporate the proposed Colma Creek Enhancement Project
into the General. Plan from Spruce Avenue to the Colma Town
line;
2).to delete from the General Plan the proposed Colma Creek Linear
Park, proposed from Orange Avenue to San Francisco Bay; and
3).to illustrate on the General Plan Map the proposed realignment
of Mission Road between Oak and Chestnut Avenues; and
WHEREAS, notice of this public hearing was published in the Enter-
prise-Journal at least ten days prior to said hearing, and all interested persons
at said hearing were given full opportunity to comment on the proposed amendments;
and
WHEREAS, the Planning Commission had met previously with the City
Council and the Parks and Recreation Commission on May 28, 1975, and had dis-
cussed these proposed amendments and the Parks and Recreation Commission had met
and voted to recommend that these amendments be approved; and
WHEREAS, it is the desire of the Planning Commission that these amend-
ments be made to expedite the Colma Creek flood control improvements and at the
same time to plan for attractive surroundings along the Colma Creek and to provide
for recreational uses along the Creek; and
WHEREAS, at the conclusion of the public hearing on August 12, 1975,
and after long deliberation, the Planning Commission passed unanimously a motion
to recommend approval of these three revisions to the General Plan.

NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of South San Francisco recommends to the City Council thereof that the
adopted General Plan, entitled "Orderly Growth," be amended to l) incorporate
the proposed Colma Creek Enhancement Project and 2) to delete the proposed Colma
Creek Linear Park by amending the paragraph below from the Open Space, Conserva-
tion, and Public Facilities Element of the General Plan as follows (words with
lines through them are proposed for deletion, underlined words are proposed to
be added):

along both sides of Colma Creek, from O~a~§e-Ave~ue-Pa~k-~e-$a~-
F~a~e~see-Bay ~prUce Avenue upstream to the Colma Town limits.
The plan includes the landscaping and creation of a parklike at-
mosphere a~e~§-~he-C~eek-a~ within the_c~ght-of-wQ~ of the Colma
Creek Flood Control_~gj~ including_~ development of a walkway
and bicycle path along the e~+Pe-½e~§~h-of-~e Creek. It is most
desirable to include this l~nea~-pa~k Enhancg~gD~_~@j§E~ within
the design of the Colma Creek Flood Control Project, enabling_~
~_~o make the Enhancemen~_~ject im~9~gD!~_~_~_!~_U~
as funds become available.
BE IT FURTHER RESOLVED that the Planning Commission recommends to
the City Council that the adopted General Plan be amended to reflect on the
General Plan Map and the Circulation Element thereof the realignment of Mission
Road between Oak and Chestnut Avenues as shown generally in the sketch below:
