HomeMy WebLinkAboutReso 150-1975 RESOLUTION NO. 15o-75 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING GENERAL PLAN AMENDMENT 2-75 CONSISTING OF (1) NOISE ELEMENT, (2) SEISMIC AND SAFETY ELEMENTS, AND (3) SCENIC ROADS ELEMENT. WHEREAS, the Planning Commission of the City of South San'Francisco duly noticed and held a hearing on August 26, 1975, regarding the General Plan amendments described as General Plan Amendment 2-75 and consisting of the elements as hereinafter set forth: (1) Noise Element set forth.in the documents entitled "The Noise Element of the General Plan, City of South San Francisco, California, Dated August, 1975, Book One, Prepared by Maurice A. Garbell, M.A.G. Consultants, Inc.," and "Draft Noise Element for the General Plan of the City of South San Francisco, Book Two, Technical Reports, Prepared for Consideration and Adoption by the Planning Commission and Council of the City of South San Francisco by'Maurice A. Garbell, July, 1975." (2) Seismic and Safety Elements set forth in the documents entitled "Seismic'& Safety'Elements of the General Plan (Draft), Volume One~' Goals, Policies and Programs" and amendments entitled "Amendments to Policies and Programs of Draft Seismic and Safety Elements" and 'Volume Two: Technical Sup- plement,'' all as prepared by the San Mateo County City-County Planning Task Force, July, 1975, and the following maps: (a) A map designated "Geotechnical Hazard Synthesis Map (Draft)," prepared by Leighton & Associates Geotechnical Engineers and the San Mateo County Planning Department, Sheet Index 6/75; (b) A plat entitled "Legend to Accompany Geotechnical Hazards Synthesis Map for San Mateo County," dated June 1975, Sheet 1 of 2 and a plat containing the type of geologic hazard, geotechnical constraints of special consideration with source of data, geotechnical description of earth materials/hazards, hazard map s3~nbol, type of report recommended, and special areas~ zones or hazards dated June 1975, sheet 2 of 2, with both of said plats being prepared by Leighton & Associates Geotechnical Engineers and the San Mateo County Planning Department. (3) Scenic Roads Element set forth in the document entitled "Scenic Roads Element of the San Mateo County General Plan, San Mateo County Planning Depart- ment Dated July, 1975," containing a plat designated "Proposed Scenic Roads' System Dated 1973" and"~mendments to the Scenic Roads Element (Draft)," and WHEREAS, the Planning Commission of the City of Sou~h San Francisco set forth its recommendation to the City Council regarding the above-described elements, same constituting General Plan Amendment 2-75, in the staff report dated September 3, 1975, and the following resolutions, to wit: (1) Resolution No. 2174, entitled "Resolution of the Planning Commission of the City of South San Francisco Recommending to the City Council Thereof That the General Plan of the City Be Amended to Include the Proposed Noise Element," which resolution was adopted September 153 1975,. and (2) Resolution No. 2172, entitled "Resolution of the Planning Commission of the City of South San Francisco RecOmmending to the City Council Thereof That the General Plan of the City of South San Francisco Be Amended to Include the Proposed Seismic and Safety Elements," which resolution was adopted Sept~,~ber 15,~. 1975, :and (3) .Resolution No. 2173, entitled "Resolution of the Planning Commission of the City of South San Francisco Recommending to the City Council Thereof That the General Plan of the City of South San Francisco Be Amended to Include the Proposed Scenic Roads Element," which resolution was adopted August 26, 1975; and e WHEREAS, the City Council, pursuant to the Government Code of the State of California, duly set a hearing thereon for the 22nd day of September, 1975, notice of which was published in the Enterprise-Journal, a newspaper of general circulation, printed and circulated in the City of South San Francisco, and which date of publication was more than ten days prior to the date set for said hearing, and the affidavit of said publication is on file in the office of the City Clerk, and WHEREAS, the Council did hold said hearing on said date and did thereupon consider General Plan Amendment 2-75 and the several elements thereof as here- inbefore described and the several resolutions of the Planning Commission of the City of South San Francisco as hereinbefore described, and all written and oral presentations made at said hearing, and WHEREAS, the City has caused to be prepared an environmental impact report on the Noise Element and said environmental impact report was approved by the Plannin§ Commission on September 9, 1975, certifying its compliance with the California Environmental Quality Act and the City of South San Francisco's environmental guidelines, and WHEREAS, the County of San Mateo, acting as lead agency, has caused to be prepared an environmental impact report on the Seismic and Safety Elements and the City of South San Francisco has reviewed the environmental impact report and is satisfied that there would be no significant adverse effects from the adoption of these elements, and WHEREAS, the County of San Mateo, acting as lead agency, has filed a negative declaration stating that the adoption of the Scenic Roads Element will not have a significant adverse effeCt on the environment, and WHEREAS, the City Council of the City of South San Francisco desires to approve~General Plan Amendment 2-75 as hereinbefore described; NOW, THEREFORE, IT IS ORDERED THAT: 1. The City Council of the City of South San Francisco hereby adopts Amendment 2-75 to the City's General Plan, consisting of the Noise Element, Seismic and Safety Elements, and Scenic Roads Element, all as hereinbefore more particularly described. 2. That said Amendment 2-75 and the several components thereof be endorsed as adopted by this resolution and the Mayor and the City Clerk are authorized to execute said endorsement certificates. 3. That the Noise Element, Seismic and Safety Elements and Scenic Roads Element composing General Plan Amendment 2-75 be included in the General Plan of the City of South San Francisco. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a adiourned reqular meeting held on the 22 day of September , 1975, by the fo]lowing vote: AYES, COUNCILMEN Richard A.
