CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DECLARING CITY COUNCIL'S INTEN-
TION REGARDING INSTALLATION OF A WATER PIPE-
LINE SOUTHWESTERLY ALONG ORANGE AVENUE TO
THE INTERSECTION OF "C" STREET, AND THEN
ALONG "C" STREET TO THE NORTHERLY BOUNDARY
OF THE HOUSING AUTHORITY PROPERTY.
WHEREAS, the Housing Authority of the City of South San Francisco
is undertaking a project entitled "Low Rent Housing Project for the
Housing Authority of the City of South San Francisco (Project CA 15-2)",
with the financial assistance of the United States acting through the
Secretary of Housing and Urban Development; and
WHEREAS, the extension of a water line is required to serve
said project, which water line is to commence at the southerly terminus
of an existing twelve inch water line located at the intersection of
Orange Avenue and the projection of North Canal Street owned by Calif-
ornia Water Service Company, and extending therefrom as a twelve inch
(off-site) water line southwesterly along Orange Avenue to the inter-
section with "C" Street, and then southeasterly along "C" Street to the
northerly boundary line of the Housing Authority property, and then in
al_oopby way of an eight inch (on-site) water line through the Housing
Authority property and project generally located within the street right
of way; and
WHEREAS, the California Water Service Company has prepared a
plat entitled "Plats 16 and 19, FLD 236, California Water Service Company
Engineering Department, South San Francisco, District -- Extension for
Housing Authority of the City of South San Francisco, dated 12/17/75,

Drawing #2436", which is on file in the office of Director of Public
Services, and an estimate of cost entitled "California Water Service
Company Engineering Department Cost Estimate -- Rule 15-C Extension",
which estimate is dated 1/8/76" and
WHEREAS, the United States acting through the Secretary of Housing
and Urban Development is willing to grant an administrative loan for
the off-site portion of the water line upon assurance of repayment as
hereinafter set forth, and include in the project appropriation to the
Housing Authority the cost for construction and installation of the
on-site portion of the water line; and
WHEREAS, the City of South San Francisco is willing to apply to
the California Water Service Company for construction and installation
of off-site portions of said water line upon receipt of funds therefor
by way of said administrative loan from the United States acting through
the Secretary of Housing and Urban Development;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City
of South San Francisco declares its intention to do the following:
1. Apply to the California Water Service Company for the construction
and installation of the off-site water line ~ heretofore described
and contract for the construction and installation thereof when

Urban Development, grants an administrative loan or funds for
the off-site portion of the water line and related easements
costs to be repaid over a period not to exceed forty (40)
years at the HUD loan interest rate provided in the A.C.C.
(contract between HUD and LHA) plus one half (½) of one
percent (1%), said repayment to be made as hereinafter provided.
1.2 The United States, acting through the Secretary of Housing and
Urban Development, includes in Project CA 15-2 the necessary
funds for the construction and installation of the on-site
portion of the water line.
1.3 The contract for the constructon of Project CA 15-2, awarded
by the Housing Authority to Wheatly and Jacobsen, Inc., in
the amount of One million sixty-nine thousand dollars ($1,069,000)
has been approved by the Secretary of Housing and Urban Develop-
ment.
1.4 The United States acting through the Secretary of Housing and
Urban Development, accepts as terms for the repayment of the
administrative loan, the assurance of repayment of said loan
by the City of South San Francisco in equal annual installments
for a period not to exceed forty (40) years, unless said obli-
gation to repay is cancelled or modified by the United States,
which loan is estimated to be seventy-five thousand dollars
($75,000), plus easement related costs based on California
Water Service Company estimates dated January 8, 1976, said
amount being subject to revision based on cost of construc-
tion at the time of contract with California Water Service
Company.

1.5. The United States acting through the Secretary of Housing
and Urban Development, and the Housing Authority of the City
of South San Francisco, agree that the percentage of proceeds
rebated to the City or the Housing Authority of the City of
South San Francisco for the off-site and on-site water line by
the California Water Service Company pursuant to Public
Utilities Commission Rule 15-C shall be available to the
City for use in repaying said loan.
2. Amend the Cooperation Agreement dated April 3, 1972, as amended,
between the Housing Authority of the City of South San Francisco
(local authority) and City of South San Francisco (municipality)
to provide for the repayment of the administrative loan for the
construction of the off-site water line in accordance with the terms
for repayment recited above.
I hereby certify that the foregoing Resolution was regularly intro-
duced and adopted by the City Council of the City of South San Francisco
at a regular meeting held on the 5th day of
May , 1976, by the following vote:
